Description

Fundamental Rights Agency is mentioning in the ”Report regarding fundamental rights from 2020” that in 10 years of policies and resources invested, the situation of Roma have not changed, remaining the most vulnerable minority in Europe. An approach based only on an economic and service providing without to take into account the cultural ethnic background, discrimination that they face, including the lack of power in relation with the public authority, has to less chances of success. We believe, that is necessary an approach based on empowerment of those discriminated and social excluded for fighting for their rights but at the same time to aware them about the necessity of being responsible for their own life. Without this project, the community members will be evicted and remain social depended caught in the vicious circle of poverty, clients of the social measure with the victimhood mentality. In this sense we will implement o series of activities such as training for Roma leaders in human rights and civic involvement; workshop with women for preparing them in preventing domestic violence; Juridical Caravan – access to services for vulnerable population. The result of the projects will be: 60 women empowered for fighting for their rights and against domestic violence; 110 persons involved in advocacy actions; 275 persons who will change their mentality regarding human rights In implementing this project, we will have a partner who has a long experience in implementing project, including in the field of human rights. By this partnership we desire to create a best practice on a long term where O Del Amenca will coach Association for Integration and Development Vulnerable.

Summary of project results

In the implementation of the project, capacity building and mobilization activities were proposed for community members, as well as training activities for specialists who work directly with members of the target group, namely approximately 275 people from Barcea and Umbraresti communes. 40 people participated in the opening conference, 15 people from among local leaders participated in the human rights and inclusive approach course. Meetings were organized for the formation of the Local Action Group of the LAG and the Facebook page was created and constantly posted during the project.  The 6 information and training workshops were organized in which 118 women participated, a course for the prevention of domestic violence was organized for 15 people (Roma specialists and leaders) and domestic violence events recorded at the local level were monitored . Also, the fight against forms of discrimination continued using online media and services and legal assistance were offered to 60 people, including support for a litigation case. Organizational development activities of the IDCV organization were organized, following which two strategies and procedures were elaborated. Following the implementation of the project, civic involvement increased among the community members, a fact that led to the organization of the protest and the mobilization of several people who suffered from the restriction of the right to have access to the health services delivered by the family doctor. Through this project, the balance of power at the local level, between the authorities and the political leaders, has been balanced.

Main Results:

  • 15 leaders were identified from the 2 communities, Barcea and Umbraresti to be part of the local action group 
  • 2 Local action groups (GAL) established
  • The 15 leaders completed the course on human rights and community organization
  • Two action plans were developed taking into account the needs identified in the framework initiative groups
  • 2 civic actions were organized.
  • 3 thematic workshops for informing and empowering women in order to combat gender inequality and gender violence were organized in each community

  • Elaboration of the course curriculum for the training of specialists in the prevention of domestic violence: The topics addressed were the following: Dynamics of violence in the couple relationship; Recognition of violence; Risk assessment; The intervention and roles of specialists in the community network. Working principles in domestic violence; The mobile team and the role of the intersectoral group in the management of domestic violence cases; Secondary traumatic stress of the victim; compassion/frustration burnout of stakeholders; The culture and traditions of the Roma in general and especially those from Umbraresti and Barcea-Podoleni, the formation of the multidisciplinary team in order to resolve cases of domestic violence.
