Programme outcome the project contributes to: “Improved accountability systems for women’s equal participation.

The project will develop a comprehensive and accessible system for statistics on gender (in)equality to improve knowledge of the social, economic and political situation of women and inform policy making at national, regional and local level.

The project will, inter alia, include the following main activities:

* Development of the national system for statistics on gender (in)equality, including its evaluation, enhancement, expansion to the regional and local level, alignment with policies and comparability at international level;

* Establishment of a platform for statistics on gender equality and work-life balance which is user-friendly and accessible to the public;

* Development and implementation of a survey on fertility and its link to gender equality and work-life balance;

* Development of a survey on the time use of women and men and its link to gender equality and work-life balance.

 

Summary of project results

This project addressed the lack of comprehensive and accessible gender-related data by improving the Gender Database within the National Statistical System. One of the main challenges was ensuring that users and society as a whole had access to reliable and detailed statistics on gender equality, covering various dimensions of inequality between women and men. By expanding and enhancing the database, the project sought to provide better insights for policymakers, researchers, and the public, supporting more informed decision-making and promoting gender equality through data-driven policies.

The project focused on improving the Gender Database managed by Statistics Portugal by developing three key activities. First, it completed the database''s revision, update, and enhancement, including a new platform that maps gender equality data, making it more accessible and comprehensive for users. Second, it contributed to understanding gender-related challenges in parenthood and fertility rates by incorporating findings from the 2019 Fertility Survey, which provided insights into the expectations and difficulties faced by women and men in this area. Finally, the project developed a report on data collection methodologies for time-use surveys, identifying the most appropriate interview methods and technological solutions for future studies. Despite some delays related to developments in Norway, the work was completed on time, ensuring that the project’s outputs aligned with its goals of improving gender statistics and supporting evidence-based policy decisions.

The project successfully achieved its objectives, delivering lasting benefits beyond the funding period and making gender-related data more accessible to all users. The Gender Database was revised and is now continuously updated by Statistics Portugal (INE), ensuring that indicators remain current and adaptable to new statistical findings and public policy needs. The 2019 Fertility Survey results are publicly available, and its microdata will continue to be accessible to researchers, supporting further studies on gender-related challenges in parenthood and fertility rates. Additionally, the report on methodology and technological solutions for the Time Use Survey serves as a valuable reference for designing future surveys in Portugal, contributing both to technical improvements in national and EU statistical operations and to good practices in international collaboration, particularly with INE-Norway. The project not only met but exceeded expectations, strengthening the availability of gender-related data and supporting evidence-based policymaking.

Summary of bilateral results

The project strengthened bilateral collaboration between Statistics Portugal (INE) and its counterpart in the donor country, fostering closer cooperation and knowledge exchange. This partnership contributed to the technical development of statistical operations within the national and EU framework, ensuring better data collection and analysis on gender equality. One of the key outcomes was the adoption of good interinstitutional cooperation practices, demonstrated through multiple online meetings between INE-Portugal and INE-Norway. These interactions facilitated the sharing of expertise, enhancing the quality and efficiency of statistical methodologies and reinforcing long-term collaboration between both institutions.
