Description

On The Wave project aims to design and develop training courses and support materials, suitable to be used in formal and non-formal settings, addressing new entrances (initial training) and/or experienced professional (continuous training).

The project foresees the development of resources to train professionals, trainees, business’ representatives and policy makers of the maritime sector, allowing them to contribute to the increased value creation and sustainable growth  of the  sector.

Gathering four partners from Portugal and Norway, during the 2-years of the project the consortium will develop and provide:

• D1.3 Good practices showcase 

• D1.4 On The Wave methodology strategy

• D2.1 On The Wave Competences Framework   

• D2.2 Short-duration training toolkit       

• D3.2 Model for online STWC Training courses   

• D3.3 Online STCW training courses       

To strengthen the exploitation and sustainability potential of the On The Wave results, the partnership defined a set of initiatives to engage project’s stakeholders in the process of designing, development and implementation of the results:

• National and international mind-mapping sessions, involving 60 participants

• Study visit to Norway, involving 8 elements of the core team and 4 trainers from Portugal

• Promotion of meetings of the joint working group, involving 20-30 experts and professionals from Portugal and Norway

• Implementation of the short-duration training units in Portugal, involving 4 trainers and 60 to 80 learners

• Promotion of joint sessions for the development of the model for online STCW training courses, involving 25 participants

• Promotion of a launch and final event of the project, gathering 50 participants of the maritime sector

 

Summary of project results

The On The Wave project was designed to contribute to “promote the improvement of human resources skills and awareness in marine and maritime issues” by building a rationale that stands heavily on the value and needs for better-equipped education and training professionals within the maritime sector, focusing on distance and blended learning methodologies (on the top training priorities due to COVID-19). The On The Wave goal was to further reinforce education and training in the sector by including collaborative processes of knowledge sharing between training providers from Portugal and Norway to design new training courses. In this context, the project was built to answer the needs of call#5, namely:

• improving skills and competences in the maritime sector through education and training;

• promoting institutional cooperation of education between entities from Norway and Portugal, thus enhancing the quality and relevance of education and training in Portugal;

• Encourage the professional development of teachers and trainers.

The project contributed to such priorities by creating training courses that entailed the design, development, and implementation of the following initiatives:

• Implementation of sharing sessions and study visits, thus promoting trainers'' short exchange activities and the exchange of knowledge and experiences.

• Co-designing a distance/blended learning training methodology for maritime training offers;

• Structure, develop and implement short-duration training units (SDTU), as well as structure an online model and 3 online STCW training courses

• Jointly organize a set of events, thus further promoting synergies and cooperation between Portuguese and Norwegian training providers. In detail. from the 10th of October 2021 and the 31st of December 2023, the partners managed to:

• Promote 3 mind-mapping sessions, two national and one joint session and an internal brainstorming session, involving 73 professionals and experts, which resulted in three deliverables:
✓ Briefings of the national mind mapping sessions in Portugal and Norway (D1.1 | EN)
✓ Mind-mapping matrix (D1.2. | EN)
✓ On The Wave methodology strategy (D1.4 | EN) • Plan and proceed with a study visit to Norway, promoting the interaction and exchange of knowledge, expertise and practices, between 15 professionals from the two countries which resulted in a Good Practices showcase (D1.3. | EN and PT). • Establish a National working group in Portugal, involving 60 professionals and experts from the maritime sector in 7 meetings of the working group for the co-design and validation of the On The Wave Competences Framework (D2.1 in EN and PT) and short-duration training toolkit (D2.2 in EN and PT), related to the following 6 units:
• Whale Watching by Maritime Tour Operators (25h)
• Ocean Conservation (25h)
• Operating Electronic Charts (25h)
• Basic Digital Skills for Seafarers (25h)
• English Language – Communication on board (25h)
• Marine Animal Catcher and Pedestrian Fisherman Course (25h) • Implement 4 short-duration training units in formal and non-formal contexts of learning, promoted by For-Mar and SPEA in Portugal, and involving 108 participants, as follows:

This implementation, resulted in a report on the implementation (D2.3 | EN). • Gather 24 professionals from the internal team and representatives from companies of the sector in 6 inception sessions to further discuss the trends and opportunities in the STCW, which resulted in:
✓ On The Wave Roadmap (D3.1 | EN)
✓ Model for online STCW Training courses (D3.2 | EN)
✓ 3 Online STCW Training courses (D3.3 | EN, PT and NO), including:
o Crowd management and safety training for personnel providing direct service to passengers in passenger spaces (16h)
o Training course for maritime instructors (98h)
o Train the simulator trainer and assessor (30h) • Give visibility to the project, continuously communicating with the target groups and disseminating the project’s main results through the:
✓ launch and continuously update the project’s website available in English, Portuguese and Norwegian: https://onthewave-project.eu/

✓ promotion of the launch event of the project, on the 16th of November 2022, online and mobilizing 24 participants
✓ design and distribution of the project’s brochure, newsletter and press release in key moments of the project implementation
✓ preparation of 2 meetings with 11 representatives from the policymakers during the year 2023, to further discuss and explore the recognition of the short-duration training units and their integration into the National Qualification Framework
✓ promotion of the final event of the project, on the 16th of November 2023, in Lisbon and counting with 61 participants These activities and the overall implementation of the project resulted in the On The Wave sustainability strategy (D4.3 | EN). Furthermore, some deliverables related to the transversal activities were also released, including the: project’s branding (D4.1), dissemination and communication reports (D4.2), quality handbook (D5.1), quality reports (D5.2), management and financial handbook (D6.1), meeting minutes (D6.2) and management reports (D6.3). From the perspective of the consortium, all these activities, sessions and results contributed to answering the needs of call #5, namely: • improving skills and competences in the maritime sector through education and training; • promoting institutional cooperation of education between entities from Norway and Portugal, thus enhancing the quality and relevance of education and training in Portugal; • Encourage the professional development of teachers and trainers.

Summary of bilateral results

Having a donor project partner, SIMSEA from Norway was strategic to the project and consortium since it allowed to: • know and have contact with a different context and reality, essential for the identification of good practices and services existent in Norway, some suitable to be transferred to the maritime sector in Portugal• promote short-duration exchanges between professionals from the two countries, including stakeholders outside the core team of the project• establish lasting partnerships and cooperation to jointly think in strategies to overcome the needs and challenges of the maritime sector, increasing the opportunities for innovation and competitiveness of the organisations involved • maximize the synergies between different and complementary organizations from the two countries, critical for the sharing and cross-exchange of resources, professionals and support• transfer innovation from Norway to Portugal, maximizing the opportunities for innovation of the Portuguese training providers from the maritime sector and strengthening their quality in the national setting• transfer innovation from Portugal to Norway, by designing STCW training courses addressed to trainers and instructors
