The 2020-30 decade will witness a focus on the ocean’s social, environmental, economic and geopolitical dimensions in line with the National Strategy for the Sea 2021-2030, UN’s 2030 sustainable development goals and EU’s Horizon 2021-2027. However, to achieve these goals, the EC pointed the need of highly skilled professionals and stronger synergies between academia and stakeholders.In this context, the present project aims at dev§eloping a transdisciplinary Postgraduation in Marine Science, Technology and Society (MSTS) for graduates and professionals, who want to specialize on transdisciplinary training, update knowledge or deepen their skills oriented to the sustainability of marine and maritime areas, in the multiple environmental, technology, and social dimensions.The main objectives are: i) to give equal access to students for higher education and training; ii) to strength bilateral relations with Norway in education, research and innovation; iii) to empower academia for knowledge transfer for value creation in Portugal areas.The project’s consortium is formed by FCT NOVA - NOVA School of Science and Technology as the promoter, OsloMet - Olso Metropolitan University from Norway and IPMA - Portuguese Institute of the Sea and the Atmosphere, covering valences and complementary areas from marine science and technology, to marine governance, literacy and sustainability, and aiming the co-construction of the formative process of students and strength bilateral cooperation in projects between Portugal and Norway.The project will be developed between September 2021 - October 2023. Two Post-graduation editions will be financed and the significant expected results are: i) national and international internships to promote cooperative training; ii) 24 seminars with national and international experts in MSTS; iii) knowledge transfer and innovation between academia and stakeholders to development innovative applications for a sustainable exploitation of marine ecosystems.
Summary of project results
The Blue Growth (BG) strategy focuses on the concept of Blue Economy (BE) which emphasises conservation and
sustainable management. In order to achieve blue growth, it was highlighted the need of highly qualified and skilled
professionals. However, several constraints are delaying or even disabling the training and education, such as the skill gap between the existing education offer and technology developments and innovation and the lack of communication and cooperation between education and industry.
In this sense, the Project Marine Science, Technology & Society Education Programme (MSTS) implemented two editions of a new Postgraduate programme in Marine Science, Technology and Society (Postgrad MSTS) at NOVA FCT - with the cooperation of Oslo Metropolitan University (OsloMet) and the Portuguese Institute for Sea and Atmosphere (IPMA), the Portuguese public institution responsible at a national level for the areas of sea and atmosphere - for those seeking to develop a professional activity related with BE. The cooperation between three reference national and international academic and research institutions in these areas contributed for the construction and successful of the postgrad course in MSTS, supporting the development of students’ training and projects with design, research, entrepreneurship and innovation competences, in marine and maritime areas, with strong emphasis on the challenges of BG development, taking into account the ecological, technological and social aspects, within a perspective of sustainable development.
The Project allowed the financial support for mobility and bilateral cooperation between the 3 institutions, fees for 20
students enrolled in the postgrad course at NOVA FCT, four internships for students training at IPMA, Olhão (Algarve)
and OsloMet (Oslo) and the development of 28 seminars with national and internacional experts in maritime areas (Fig.
1). In the final of the two editions of the Postgrad course in MST&S, 19 final projects in MST&S were developed by
students, 19 students finished the 60 ECTS of the course MST&S from NOVA FCT, 20 students developed hands-on
training in marine science, technology and societies, with the creation of 3Dprinting projects and projects solutions.
Students’s work was also disseminated at internacional conferences.
The MST&S Education Programme contributed for a new generation of professionals to work in the BE, focusing on the
interactions between humans and the marine ecosystems towards the sustainable development!
The successful operation of this project set a precedent for higher-education materialised in the new Master Course –
Marine Living Resources: Science, Technology and Society implemented at NOVA FCT since 2022, which includes the
collaboration of the two partners plus the SINTEF Ocean from Oslo, Norway.
Summary of bilateral results
The bilateral consortium with one partner of the Donor States – Olso Metropolitan University from Norway (OsloMet) permited the complementarity of areas of knowledge covering valences from marine science and technology, to marine governance and literacy and sustainability, aiming to collaborate towards the construction of an Education Programme devoted to the improvement of skills and competences in marine sustainebility at university level.the objectives proposed were accomplished namely:• mobility of teachers and researcher from Portugal - important to exchange new knowledge and technologies in marine and maritime issues to increase the co-construction of the formative process of students and strength bilateral cooperation in projects between Portugal and Norway• national and international internships for MSTS students - gave the opportunity for students’ mobility between the consortium, increasing skills and training opportunities in the fields of Marine Science, Technolgy and Society.• seminars with national and international experts in marine science, technology and society• knowledge transfer and innovationWith the implementation of the project, 2 editions of a Postgraduate course in MSTS were financed, and significant results were achieved, namely:• 2 editions of a postgrad course with 60 ECTS• 20 students supported to pursue the Postgraduate course in MSTS• 20 students from Portugal in exchange• 3 teachers from Portugal and Norway in exchange• 4 internships at OsloMet and IPMA,I.P.• 28 seminars (national and international invited speakers)• 20 students in hands-on training• Dissemination in international conferences and job fairs• 19 Final Projects in MST&S• 20 projects involving cooperation with Norway
