Description

Currently, 4 buildings of the Primary School in Kobylnica require
urgent measures in the field of thermal modernization, therefore the implementation of the project will ultimately
contribute to reducing energy consumption.

As part of the project, a deep thermal modernization of 4 buildings of the Primary School in Kobylnica will be
performed, consisting of:
- insulation of external partitions,
- replacement of windows and external doors,
- reconstruction of the gas system with heat source replacement with the use of ground heat pumps,
- replacement of internal lighting and implementation of a photovoltaic installation.

Effects:
- reduction of energy consumption over 77%,
- reduction of costs of heating hot water and ventilation of the school
- actual reduction of CO2 emissions, approx. 348,4 tons of CO2 / year

governmental organizations and residents will benefit. Benefits: increase in ecological knowled.

Summary of project results

The main objective of thermal modernization works within the project entitled “Improving energy efficiency in the Kobylnica Commune through thermal modernization of four buildings of the Primary School in Kobylnica” was primarily a high reduction in pollutant emissions and a reduction in primary energy consumption. In addition, the effect of the works carried out was to increase the thermal insulation of four buildings of the Primary School in Kobylnica, reducing the costs of heating and hot water supply and increasing the use of energy from renewable energy sources by installing a photovoltaic system and a ground-source heat pump. The aim of the project was also to draw public attention to the problem of energy efficiency and energy security and to promote Financial Mechanism of the European Economic Area 2014-2021 and partnerships between organisations and authorities responsible for implementing environmental regulations.

As part of the project, thermal modernization of 4 buildings of the Primary School in Kobylnica was carried out. Thermal modernization works included:
−insulation of external walls of buildings and basement walls in the ground,
−replacement window and door,
−modernization of the central heating installation,
−modernization of the domestic hot water installation,
−modernization of ventilation of classrooms, sports hall and facilities,
−modernization of internal lighting,
−roof insulation,
−modernization of the boiler room,
−installation of a ground heat pump,and the possibilities of bilateral cooperation with entities from Iceland, Liechtenstein or Norway, within which the following were organised:
1.Two study visits to Poland and Norway, including:
a)Project Kick-off Conference on June 7, 2022
b)Study visit to Norway from April 17 to 20, 2023;
2.School debate on energy efficiency for students of the Primary School in Kobylnica on December 13, 2023;
3.Conference summarizing the project on March 20, 2024.
In addition, the Municipality ordered information about the project to be published in the local press (Kurierze Sołeckim), mediach (Głosie Pomorza, TVP Gdańsk, Radio Gdańsk, Radio FaMa) and on social media. On the website of the Kobylnica Commune (www.kobylnica.pl) subpages dedicated to the project were created, where information on the project implementation status was provided on an ongoing basis. During the implementation of the project, the Commune placed 4 information boards and 1 commemorative board at the place where the project was to be carried out. Promotional tasks project co-financed by the EEA Financial Mechanism 2014-2021 are still ongoing.

Throughout the duration of the project, the Kobylnica Commune carried out a number of promotional and informational activities aimed at increasing public awareness of the existence of the Norwegian Funds and the European Economic Area Funds, their objectives

In connection with the implementation of the project "Improving energy efficiency in the Kobylnica Commune through thermal modernization of four buildings of the Primary School in Kobylnica", the following results of energy efficiency of school buildings were achieved:
−4 primary schools in Kobylnica with a public area of 6,079.80 square meters,
−existing heat sources were modernized,
−additional capacity for generating heat energy was obtained thanks to the installed heat pump,
−photovoltaic panels were installed.
The beneficiaries of increased energy efficiency are students, teachers and other staff of the Primary School in Kobylnica.
To improve the energy efficiency of school buildings:
−emissions reduced CO2,
−increased energy production from renewable sources

−primary energy savings were achieved.
Campaigns carried out by the Kobylnica Commune to raise public awareness of the existence of the Norwegian Funds and the European Economic Area Funds, their objectives and the possibilities of bilateral cooperation with entities from Iceland, Liechtenstein or Norway included:
−organization of 2 study visits,
−organization of a school debate at the Primary School in Kobylnica,
−organization of a conference summarizing the project at the Primary School in Kobylnica,
−publication of press advertisements,
−installation of 4 information boards,
−installation of a commemorative plaque,
−creation of subpages on the website of the Kobylnica Commune.
The beneficiaries of the awareness campaigns are:
−participants of the project opening conference, study visit to Norway and the project summary conference,
−children, youth, teachers and other staff employed at the Primary School in Kobylnica,
−residents of the Kobylnica Commune and neighboring communes,
−representatives of non-governmental organizations working for environmental protection and energy security,
−people visiting websites and following social networking sites Głosu Pomorza i Radia Gdańsk.
As part of the campaigns, 40 specialists were trained in energy efficiency activities.

Summary of bilateral results

An important element of the cooperation was the substantive support of the employees of Fredrikstad Municipality. The partner’s participation was an added value – the Partner participated in each of the planned activities, with the exception of the implementation of thermal modernisation works in school buildings. The Norwegian partner participated in activities concerning the selection of experts, determining the locations of the study trip to Norway and developing materials for the conference. The partner did not participate in the cash flow. The partnership contributed to achieving results in terms of increasing public awareness of energy efficiency and strengthening bilateral relations. The cooperation with the Municipality of Fredrikstad was a continuation of the partnership relationship of the Deputy Mayor of the Municipality of Kobylnica, currently the Mayor of Kobylnica.
