Description

The realization of this project is essential due to low social awareness in terms of energy efficiency and environment protection, high energy consumption of this building leading to high CO2 and harmful substances emission and high maintenance cost. The need for the project implementation is aligned with Europe 2020 Strategy, the State Energy Policy, Poland''s Energy Policy until 2040, the National Strategy for Regional Development and other strategic documents.

The mentioned problems will be solved by a complex thermal modernization of the building, replacement of lighting with energy-saving and installation of renewable energy sources. Those activities will be accompanied by an in-depth campaign that would raise the audience awareness regarding energy efficiency and renewable resources. 

As such, the main objectives of this project include the improvement of energy efficiency of school building, decrease of use of primary energy, CO2 emission reduction, improvement of air quality, increase of OZE use.

Summary of project results

The main objective of the project was to improve the natural environment, in particular air protection. The subject of the project was an overall improvement of energy management in the building of the Primary School in Kozarzewo.
The building was constructed using traditional brick technology, with a usable area of 1806.90 m2. Before modernization, the building was very run-down. The windows and door were damaged, and the external partitions did not have the required layers of thermal insulation. It means that the building was very energy-consuming, which resulted in very high operating costs.
The indicated facility was supplied with energy exclusively from sources based on fossil fuels before modernization, which resulted in high emissions of harmful substances into the atmosphere. The renewable energy sources that were installed caused the reduction of these emissions. It helped to improve health of the residents of Kazimierz Biskupi.
Next, the problem of the educational conditions of students who attend the Primary School in Kozarzewo should be pointed out. The implementation of the project was a trigger for local authorities and the full renovation of the building with a significant standards improvement was carried out.

As part of the project, a number of actions were taken that contributed to improving the building''s energy management. As a result, the facility generates 99.57% less emissions of harmful substances into the atmosphere.
The project implementation included a number of investment activities that were identified and named in the developed specialist project documentation. During the project implementation, the following actions were carried out:
➢modernization of the heating system and preparation of domestic hot water using heat pumps with a ground heat exchanger, with a high energy efficiency class,
➢insulation of external partitions, including: external walls well as internal ones, flat roofs and roofs,
➢replacement of windows and doors with new ones,
➢damp eliminating by modernization of the base and foundation walls,
➢new energy-efficient lighting was installed
➢a photovoltaic installation which generates electricity for the building’s own needs was also installed.
Investment activities were accompanied by a soft component, where a number of educational activities were carried out for the local community. The campaign was aimed at raising social awareness of the residents and strengthening relations between the Donor States (EEA MF) and the Beneficiary. The importance of cooperation between the Donor States was also enhanced during educational conferences.

The implementation of the project has enabled the achievement of number of benefits,. The most important are:
➢improvement of he natural environment and protecting the air by reducing emissions of harmful substances into the atmosphere by 99.57%,
➢improvement of the functional and aesthetic values of the school building,
➢Improvement of the school building general conditions.
At the same time, the project had an great impact on the entire local community, the residents of Kazimierz Biskupi. Thanks to its implementation, living conditions were improved. The educational activities that were carried out resulted in the improvement of the residents’ social attitudes.
For example, the residents’ approach to waste segregation has changed. They recycle and they care of their own houses as well as energy management.

Summary of bilateral results

At the end of April 2024, construction works related to the project entitled "Improving the Energy Efficiency of the Building of the School and Kindergarten Complex in Kozarzewo" were completed, which was implemented with the support of the Norwegian Funds. As part of the above-mentioned task, among others, the following were carried out: modernization of the heating system by installing heat pumps and replacing the central heating installation, thermal insulation of the building, replacement of window and door joinery, roof insulation, modernization of the lighting system and installation of a photovoltaic installation. The value of the investment is PLN 4,493,860.74, of which funding was received from the so-called MF EEA 2014-2021 in the amount of PLN 3,224,193.07 and from the state budget in the amount of PLN 568,975.25.
