Description

The main objective of the Project „The investment program for the Zgierz Power Plant – building new generation units” is to reduce a negative impact of the Zgierz Power Plant upon the natural environment, performed through investment activities, meant as construction of new high-efficiency cogeneration units and installation of renewable energy sources as well as dissemination of availability of the system heat in the city of Zgierz and its promotion as the most effective and ecological one.

The fundamental subject of the Project is constructing a new gas cogeneration unit, based on the set of gas engines, supplemented with RES in the form of solar panels, within an existing facility - the Zgierz Power Plant. The new gas cogeneration unit is going to replace worn out coal-powered generation sources. Moreover, the Project takes into account construction of a necessary gas connection and a connection to the power grid along with the entire auxiliary infrastructure. In addition, it covers extra investment works including connecting of a civic building to the heating system together with the development of a new heat distribution center.

The Project is going to be implemented in 2022-2023, whereas preparatory actions stared back in    2019. Until April 30, 2024 so called ecological effect will have been approved. The investment is going to be implemented within the premise of the city of Zgierz, Łódzkie Province. However, “soft” operations are going to be run in other locations, covering the entire Poland.

The investment is going to bring positive ecological results in terms of air protection and its main ecological effect will be an avoided emission of CO2, arising out of the transformation of the Zgierz Power Plant from the coal fuel into a low-emission natural gas, being a basic fuel applied to generate heat and electricity. An obvious consequence will be also avoided emissions of NOx, SOx and other contamination, including PL2,5 and PM10 particles

Summary of project results

The main objective of the Project named „The investment program for the Zgierz Power Plant – building new generation units” is to reduce a negative impact of the Zgierz Power Plant upon the natural environment, performed through investment activities, meant as construction of new high-efficiency cogeneration units and installation of renewable energy sources as well as dissemination of availability of the system heat in the city of Zgierz and its promotion as the most effective and ecological one. 

 

Investment needs were related to:

a) building of new energy generating capacity based on less emissive fuel than coal in connection with decommissioning of the OF-100 coal boiler in 2022 due to the heating derogation according to national legislation. The Siemens and Lang steam turbine sets was  decommissioned as well as coal boiler meant above. As a result, the entire coal management has been shut down in the CHP Plant in Zgierz, and the decommissioned units had to be replaced with new, more ecological ones.

 

b) elimination of heat sources fired with primary fuel (coal, including coke) in connection with poor air quality in the centre of the city of Zgierz (including in the area of ​​Kiliński Square and the area of Długa, 3 Maja, Popiełuszki and Armii Krajowej streets), resulting from “low emissions” from individual auxiliary furnaces fired with coal. As a result of the annual assessment of air quality in the Łódź province, the Łódź agglomeration, within which there are individual heat sources, was classified based on health protection criteria to group C due to high PM10 concentrations. This means that the concentrations of the above pollutants in the zone exceed the permissible levels and target levels. For this reason, Air Protection Programs were established for the Łódź agglomeration.

 

The fundamental subject of the Project named „The investment program for the Zgierz Power Plant – building new generation units” was constructing a new gas cogeneration unit, based on the set of gas engines, supplemented with RES in the form of solar collectors, within an existing facility - the Zgierz Power Plant, located at Zgierz commune.

The new gas cogeneration unit replaced worn out coal-powered generation sources. Moreover, the Project took into account construction of a necessary gas connection and a connection to the power grid along with the entire auxiliary infrastructure. In addition, it covered extra investment works including connecting of a civic building located at 43 Długa Street in Zgierz to the heating system together with the development of a new heat distribution center.    

The venture carried out „soft” operations, focused on broadening of knowledge regarding functioning of EEA and Norway Funds as well as their goals and increasing of social awareness in the field of energy efficiency, usage of eco fuels and the influence of the Project upon the natural environment.

As the result of the Project, there are such indicators such as:

  1. building a high-efiiciency cogeneration facility (1 pc.).
  2. connecting 1 civic building to the heating system simultaneously results with elimination  local coke-based heat source (1 pc.) and building one connection point to heating system about lenght of 23,81 m
  3. conducting an information campaign (1 pc.)

 

The investment is going to bring positive ecological results in terms of air protection and its main ecological effect will be an reduced emission of CO2, arising out of the transformation of the Zgierz Power Plant from the coal fuel into a low-emission natural gas, being a basic fuel applied to generate heat and electricity. An obvious consequence will be also avoided emissions of NOx, SOx and other contamination, including PM2,5 and PM10 particles.

 

Output indicators:

  1. Reduced or avoided emission of CO2 –  ranging at 111 987,60 tons annually,
  2. Primary energy saving (reduced consumption of primary energy) – ranging at 58 654,36 MWh/year,
  3. Production of energy from renewable sources– ranging at 81,94 MWh/year (solely the thermal energy).
