Description

The key goal of the project is to increase the degree of resistance of Polkowice Commune to the increasing climate changes and to combat their deepening. In particular, the project constitutes a response to the issue of high level of air pollution, the so called “urban island of heat effect”, low degree of use of small retention in the commune. Its implementation is also necessary in order to increase ecological awareness of the society through organizing educational-information campaign. 

 

The project anticipates implementing comprehensive investments in the scope of green-blue infrastructure in Polkowice, such as: 

- introduction of green elements in build-up areas: green backyards, 

- building bike routes, 

- revitalizing parks, 

- making green walls, 

-managing rainwater by regulating and restoring the park water system. 

Actions will be supplemented by implementing a campaign, raising society awareness on climate changes. 

 

Project outcome will focus on increasing the degree of resistance of Polkowice to the occurring climate changes and limiting their effects, increasing ecological awareness of the city inhabitants. 

 

Natural environment, all inhabitants of the Polkowice commune, persons visiting the area as well as region’s inhabitants will benefit from the project. Air quality will improve.  

 

Project realization in partnership will allow to obtain added value in the form of cooperation according to consulting principles, exchange of know-how and experiences, enabling implementation of good practices in the project through Partner’s suggesting verified solutions which will be applied in investments realized under the project. Moreover, it will allow to gain experience in realizing international projects, impacting the growth of contacts. It will also promote the project internationally.  

Summary of project results

The implementation of the project contributed to reducing the problem of the city''s poor resistance to climate change and increasing public awareness of the effects of climate change and the possibilities of slowing it down. The implementation of the project consisted in creating green and blue infrastructure in the Polkowice Commune in order to increase the city''s resistance to ongoing climate change and counteract it. A very important element of the project was the implementation of a number of educational and informational activities that raised the level of ecological awareness of society in the area of ​​adaptation to climate change.

All investment tasks were completed in 100% (9 investment tasks):

1. Creation of an urban greenery system with an increase in the biologically active area in Polkowice by introducing greening elements built-up areas (i.e. green courtyards) and small retention in the interiors between blocks of flats at Wołodyjowskiego Street: 0.07 ha

3. Reduction of the "urban heat island" effect and improvement of the microclimate in the city by revitalization of the park at Dąbrowskiego Street in Polkowice: 2.0521 ha

4. Reduction of the "urban heat island" effect, improvement of the microclimate in the city and management of rainwater by revitalization of the park at Chocianowska on the Polkowice Dolne housing estate: 5.3075 ha

5. Revitalization of green areas at Hubala Street in Polkowice: 5.7596 ha

6. Revitalization of green areas at K.B. Kominka Street in Polkowice: 0.1934 ha

7. Revitalization of green areas at Wojska Polskiego Street in Polkowice: 0.054 ha

8. Construction of a bicycle path along 3 Maja Street (stage I) with a length of 430 m and a bicycle path at 11 Lutego Street with a length of 495 m.

9. Construction of a bicycle path at 3 Maja Street with a length of 701.4 m.

All planned mitigation and adaptation tasks were completed - 21 tasks.

Task number 1

1. creation of a green courtyard in the interiors between the blocks of flats by replacing the barren soil with fertile soil, cutting down old, exhausted shrubs, planting trees, shrubs and perennials,

2. installation of bicycle racks made of biodegradable material, such as steel, to promote cycling,

3. introduction of drainage by building sidewalks made of permeable materials (concrete blocks with gaps filled with sand),

4. introduction of small water retention by managing rainwater in the area of ​​the subject interior between the blocks of flats.

Task number 2

5. creation of a green courtyard in the interiors between the blocks by replacing the barren soil with fertile soil, cutting down old, exhausted shrubs, planting trees, shrubs and perennials,

6. installation of bicycle racks made of biodegradable material, such as steel, to promote cycling,

7. introduction of drainage by building sidewalks made of permeable materials (concrete blocks with gaps filled with sand) - square,

8. introduction of small water retention by managing rainwater in the area of ​​the subject interior between the blocks - square.

Task number 3

9. implementation of new plantings in the form of shrub and perennial passages, rose garden and trees, including replacement of barren soil with fertile soil, cutting down old exploited trees and shrubs,

10. installation of bicycle racks made of steel (biodegradable material), construction of a green wall at the roundabout of ul. Dąbrowskiego - ul. Wojska Polskiego (steel and wood trellis planted with climbers).

Task number 4

11. implementation of new plantings along with management of the tree stand by removing diseased, deformed trees, threatening to fall (improvement of sanitary conditions of the park tree stand) along with the creation of a park understory through numerous plantings of cover plants, including shrubs, perennials and climbers,

12. introduction of drainage by reconstructing the system of park paths using permeable mineral surfaces with steel edges,

13. regulation of the park water system, including ditches and a water reservoir,

14. reconstruction of the infiltration retention ditch in the park,

15. construction (adaptation of the existing) overflow reservoir to function as an open retention reservoir for rainwater, along with cleaning, unblocking, and maintenance of integral local streams.

Task number 5

16. making new plantings (introducing greenery to built-up areas) by supplementing the existing vegetation within the entire Hubala Estate with trees of various species and varieties that tolerate urban conditions well, including the use of a flexible hydrobox-type rainwater storage mat when planting trees.

Task number 6

17. filling the roadway with vegetation in two levels: upper level trees, lower level ground cover shrubs together with the use of a flexible hydrobox-type rainwater storage mat when planting trees.

Task number 7

18. creating a row of trees together with the use of a flexible hydrobox-type rainwater storage mat when planting trees.

Task number 8

19. Construction of a bicycle path at ul. 11 Lutego with lowered edges and surface slopes ensuring the drainage of rainwater to adjacent green areas.

20. Construction of a bicycle path along ul. 3 Maja with lowered edges and surface slopes ensuring the drainage of rainwater to adjacent green areas.

Task number 9

21. Construction of a bicycle path at ul. 3 Maja with lowered edges and surface slopes ensuring the drainage of rainwater to adjacent green areas. The main objective of the planned promotional activities, which was to inform the public about the implementation of the project entitled "Green-blue infrastructure in Polkowice" and its co-financing from the Financial Mechanism of the European Economic Area 2014-2021 under the "Environment, Energy and Climate Change" Programme as part of the call for applications for co-financing projects for "Implementation of investments in the field of green-blue infrastructure in cities". The estimated number of people reached with information is over 160 thousand people.

This is confirmed by the following indicators of the implementation of tasks within the project: Number of people covered by awareness-raising campaigns: 141,720 people.;  Number of residents who benefit from adaptation and mitigation measures: 25,924 people.

Information and promotional activities were carried out primarily through: organization of campaigns in traditional media and the Internet (radio, educational brochures, social media, website dedicated to the project),; organization of activities activating the community: competitions, festival of colors;  education and transfer of knowledge in the form of profiled education - training, workshops, educational classes,; conferences.; Summary of educational and information tasks implemented as part of the project:

Task 10.1 Radio spot:

1) A radio spot was broadcast - 120,000 participants of the educational activity.

Task 11.1 Competitions:

1) "Green-blue wheel of fortune" competition - 662 participants. Four editions of the "Green-Blue Wheel of Fortune" competition in 2022– 167 participants.; Three editions of the "Green-Blue Wheel of Fortune" competition in 2023 – 195 participants. "Green-Blue Wheel of Fortune" competition in schools in 2023 – 300 participants.

2) "Grandma, Grandpa, Mom, Dad Family Together for the Eco-World" competition – 20 people/participants.

3) Competition "Climate in the Time of Netflix" - award ceremony during the conference summarizing the project) - 6 people/participants.

Total: 688

Task 11.2 Festival of Colors:

  1. Festival of Colors 27.09.2023 - 382 participants.

Task 12.1 Training:

 Organization of training "Implementation of actions to reduce greenhouse gas emissions and reuse rainwater at the municipal level" - 10 people.; Organization of training "Climate change in the era of social media" - 15 people. Total: 25

Task 12.2 Workshops:

1) Workshop "Enchanted parks" - 114 participants. 2) Workshop "Houses on the water" - 20 participants. 3) Workshop "Climate is changing - time to connect generations" - 40 participants. 4) Workshop "Eco-Fashion Days" - 10 participants + (100 Fashion show). Total 110 participants. 5) Workshop "Magic of Renewable Energy" - 341 participants. Total: 625

Task 12.3 Educational brochures.

1) Leaf calendars - 10,000 leaf calendars were distributed. The calendars were given to Polkowice institutions such as schools, kindergartens, organizational units of the commune, municipal companies to be distributed among residents of the commune (students, clients, contractors, etc.). (10,000 people).

2) Magnetic bookmarks - 10,000 magnetic bookmarks were distributed. The bookmarks were given to Polkowice institutions such as schools, kindergartens, organizational units of the commune, municipal companies to be distributed among residents of the commune (students, clients, contractors, etc.).

Total of all tasks: 141,720 people

During all of the above activities, beneficiaries received full information. Examples:

1) All project documentation (letters, regulations, attendance lists, posters, prize collection protocols, etc.) contained logos and all information about the project and co-financing. 2) During speeches, workshops, competitions, speakers or lecturers provided all necessary information about the project and co-financing at the beginning. 3) At the festival of colors, information about co-financing was played from a megaphone throughout the event. 4) All posters informing about the organization of a given task contained logos and all information about the project and co-financing.

Summary of bilateral results

The implementation of the project in partnership allowed for the achievement of added value in the form of cooperation on the basis of consulting, exchange of knowledge and experience, enabled the implementation of good practices, allowed for gaining experience in the implementation of international projects and influenced the development of contacts.Activities carried out by the partner.- preparation of a document/report assessing investment activities carried out in the project, proposing the best solutions,- exchange of good practices,- co-organization of conferences,- participation in educational and information activities. Benefits of cooperation at the bilateral level:- exchange of experiences,- access to new knowledge and new solutions,- better use of existing resources,- development of a network of contacts and interpersonal relations,- increased prestige and recognition,- overcoming the barrier related to undertaking international cooperation,- overcoming the language barrier,- increased trust and social capital between partners,- increased international communication,- the possibility of looking at problems and solving them on a global scale,- learning about the legal aspects of implementing joint ventures.The partners declared cooperation after the project within the implementation of other.There are no specific plans at the moment, although attempts have already been made to cooperate on further projects.
