Activities result from local strategic documents for 17 partner municipalities, all 40 adaptation and mitigation measures are line with local development priorities. The project will be implemented in an area exposed to extreme weather phenomena – in 2020, record-breaking torrential downpours were recorded, the effects of which were widely commented on in nationwide media. The project is therefore a coherent, an adequate and coordinated response to the real challenges related to climate change.
The implementation of 40 measures will contribute to better management of rainwater, mitigating the effects of drought and climate change, promoting small retention solutions, saving water and energy resources and reducing CO2 emissions related to the extraction process and water distribution. Among the planned investments will be sets of rainwater tanks, creation of rain gardens and new green spaces to improve local microclimate and air quality.
To increase the capacity of the local community to reduce emissions and adapt to climate change in 17 municipalities through green-blue infrastructure and an educational and awareness campaign.
The target group is the local community – residents of partner municipalities. Results will be available to general public, and educational activities will be addressed to all inhabitants and schools.
The partner will participate in:
1. Organization of a study visit concerning blue-green urban infrastructure projects and solutions in Oslo, Norway.
2. Presentation at the conference opening and closing the project in Poland.
3. Participation as an expert in online workshops on blue-green infrastructure.
4. Contribution to the content of the good practice guide for blue and green infrastructure.
The partnership will allow for effective exchange of knowledge, experience and good practices and strengthening bilateral relations. A long-term cooperation is expected as a result beyond the project.
Summary of project results
The main aim of the Project was to enhance the local municipalities’ resilience to negative impact of climate changes and to improve their ability to mitigate it by implementing the elements of green and blue infrastructure, as well as increase the environmental awareness of local residents through the dedicated educational campaign.
The area in which the Project was conducted is vulnerable to natural phenomena such as floods and droughts, effects of which were to be partially mitigated by introduction of certain infrastructural solutions such as water tanks for residents and public facilities, revitalisation of water reservoirs, creating green pockets within urban area. The abovementioned allowed to use rainfall water and help mitigate the effect of droughts by increasing retention capabilities in the area, improve the quality of live of local residents as well as promote a more sustainable way of using water.
Within the project, adaptative and mitigative solutions of different type were conducted:
- creation of 3 pocket parks in Dębica, totaling 2140 m2 of area, including new pavement and small architectural elements (flower pots, benches, solar benches, waste bins, trellises and pergolas) as well as information and educational boards
- creation of “Ogród Sztuki” in Dębica, consisting of 2 “water gardens” with underground water tank for rainwater, 857,5 m2 of new pavement, new tree plantings, elements of small architecture (fountain, 2 educational boards, 3 insect “houses”, energy-saving park lighting, waste bins and park benches),
- creation of water garden of 16 m2 in Chorkówka commune,
- revitalisation of 2 water reservoirs in Szebnie, Jasło commune by dredging and desilting,
- reconstruction of “Plac Inwalidów Wojennych” along with a passage in Jasło,
- greenery landscaping of municipal vineyard in Jasło, along with delivery and installation of small architecture elements and creating paved alleys,
- 2 green bus stops in Jasło,
- creating flower meadows with an area of 2343 m2 in 5 communes,
- delivery and installation of:
- 98 hybrid and 27 solar lamps in 5 communes,
- 20 solar benches in 4 communes,
- 22 water tanks for public facilities,
- 967 water tanks for residents.
Alongside the investment part presented above, Beneficiary conducted a wide array of educational and informative activities, such as:
- conferences with participation of experts from Poland and Norway,
- educational workshops at sites where project was implemented (for residents),
- workshops for teachers and employees of the communes and municipalities participating in the Project,
- study visit in Norway, during which representatives of Beneficiary and communes were presented with the methods of implementing green and blue infrastructure solutions,
- a guidebook with best practice examples from Norway, regarding implementation of green and blue infrastructure,
- photographic and art contests for local students,
- online trainings,
- educational event “Młodzieżowy Szczyt Klimatyczny”, during which participants from many local schools and invited guests from Maribor, Slovenia, took part in partly-online discussions, presentations and brainstorming session regarding climate change issues, followed by formulating a conclussions,
- educational campaign “Doradcy domowi”, during which volunteers visited around 4000 households in the communes participating in Project, conducting a survey and educating residents about benefits from implementing green and blue infrastructure,
The implementation of the Project contributed, among others, to improving the ability of collection and management of rainwater among residents of the communes participating in the project, development and promotion of small retention solutions in the project area, as well as saving water and energy resources and reducing CO2 emissions related to the process of water extraction and distribution; providing electricity to street lighting and mobile phone charging, creation of green areas with water-permeable alleys in cities (parks, squares) accessible to the local community, increasing biodiversity in urban areas and public areas frequented by residents, while also improving the local microclimate and air quality.
The effects of the project are visible to, and affected all members of the local communities – whether directly (residents provided with water tanks or involved into educational campaigns) or more passively (people using the reworked/newly created facilities and areas)
Summary of bilateral results
Establishing cooperation with NFGI allowed Beneficiary to gain access to specialized know-how regarding green and blue infrastructure. The partner shared experience, provided thoughts and conclusions, with practical tips and examples of such objects and solutions implemented by the organization. The partnership helped broadening the vision of climate change issues and see them from different perspective.Representatives of the Norwegian Partner attended the Project opening and closing conferences with presentations covering topics like methods of encouraging the local communities to implement mitigating solutions and presenting various examples of green roof infrastructure on public buildings in Norway. The study trip to Oslo was organized for representatives of Beneficiary and Partner communes, during which the Norwegian Partner presented examples of green-blue infrastructure such as rain gardens in public space, models of spatial development to prevent seasonal floods, and public utility buildings serving local communities as patterns for introducing green and blue infrastructure.NFGI also participated in a 2-day online workshop, carrying out a training of communal employees in the best standards of implementing municipal investments in blue and green infrastructure with focus on planning, preparing and realisation of investments, confronted with regulations and existing barriers. Norwegian Partner also contributed to creating a guidebook which covered best practice examples from Norway as well as overview of the green-blue infrastructure implemented in communes of the Union of the Wisloka River Basin.The Union highly values input provided by the Partner, and while there are no specific plans for another mutual venture at the moment, we remain open and positive about future cooperation.
