In this project we intervene on the establishment of an inconvenient gravel and sand mine in the Swidnica Municipality without consulting the residents. Our aim is to professionally assist residents and local NGOsin their dialogue with the local government. Intervention on the construction of the mine is needed because the legislative process preceding the investment was carried out incorrectly. The inhabitants of the municipality found out about the mine by chance, a year after the decision was made by the Mayor. They do not agree with its construction, but have too limited resources to act effectively. As part of the project, we are conducting a legal analysis of the documents and processes related to the mine. We carry out expert consultations. We are developing a report with conclusions and recommendations. We organise debates with experts for the residents, local NGOs and authorities. We conduct workshops and training on public participation in a broad sense. We promote good practices in social media, develop mini-guides and educational materials. The project''s activities will benefit the residents of the Świdnica Municipality, especially those living in the villages of Letnica and Koźla, as well as village heads, NGOs and local authorities.

Summary of project results

Intervention regarding the creation of a gravel and sand mine between the villages of Koźla and Letnica and the situation in which the inhabitants of two villages found themselves, a total of 1,164 inhabitants. The legislative process of allowing the location of a troublesome mine was carried out with a probable procedural error. The residents, who learned about the investment ACCIDENTALLY only a year after the Mayor''s decision, do not agree to the mine, take actions on their own, go on strike, but have limited resources to effectively protect themselves against the deterioration of the situation. The aim of the project is to provide professional assistance to residents/organizations in dialogue with administrative bodies in order to exhaustively use the rights of residents and effectively involve them in the decision-making process, reliably analyze the work of the office/Mayor, protect residents and nature against deterioration of the situation, and create: new quality of local solutions; improving the protection of the interests of residents and the natural environment (conscious participation, active protection).
Activities were planned with the help of experts (legal, other). Their knowledge and experience is intended not only to "check documents" and react, but also to bring a new quality of functioning in the local policy environment to our community - to better understand the law that we want to use more often. Educational activities will be supported by the project partner - 515 Association.

The project allowed to analyze the administrative process regarding the planned construction of a sand and gravel mine in the town of Letnica and to examine the impact and effects of this investment on the natural environment, groundwater level and the everyday life of local residents. Based on the expert opinions, a "Report on the legal and environmental analysis of the planned sand and gravel mine in Letnica, Świdnica Commune" was created, which was presented during the debate "Aggregate mine in your area", made available to residents on the website and sent to decision-making institutions at the local and local level. regional and media. We have carried out educational and competence-building activities in the area of ​​participation and basic legal tools, other than protest, which can be used by residents to change their environment and actively involve the local community in the decision-making process. Educational materials were created: a brochure with a leaflet "It''s worth knowing" and a Miniguide. These materials were distributed via the website, during events and directly to the residents of Letnica and Koźle. Information about the project was published in other social media. In the social media campaign, we emphasized the relationship: climate protection is reflected in local decisions and attitudes of residents, and we pointed out that they translate into global climate change. All information and educational activities are complemented by access to the created website. Regional media were an important carrier of information: Gazeta Lubuska and TVP 3. We informed about all events in the project on social media, by e-mail (invitations) and through posters posted on notice boards. Selected action groups were surveyed before and after the cycle. The research results were collected in the form of a report.

We have carefully analyzed the work of the office/Mayor. 1 The working group analyzed the documents, on the basis of which 2 opinions were created: legal, environmental/hydrological/acoustic, and as a result, 1 report was created, "Analysis Report...", which collected the most important issues described in the administrative documents along with legal and specialist interpretations. The report was reviewed by 6 institutions to which it was sent, including: 50 people - active participants of the Debate and 300 people who watched the debate on social media, 11 people downloaded the file from the project website, 8 people - members of the Working Team, including 1 person - Partner''s representative. Total 369. We organized 3 workshops with experts, thanks to which 47 people, including representatives of 7 NGOs, gained knowledge. Workshop participants (47 people) received educational materials: brochures/leaflets and a Microguide. Others - 200 copies of each publication were delivered to 200 families (households) in Letnica and Koźle. There were 5 downloads of the brochure and 7 downloads of the Microguide from the website.
We have taken action to protect residents and nature from worsening the situation. We sent information about the Participation workshop to 5 editorial offices (Gazeta Lubuska, Gazeta Wyborcza - Zielona Góra, Radio Zachód, TVP 3 and Radio Eska). It was the last event, so we wanted to provide information about the entire project. The information includes a link to the project website www.wspolnaleczca.pl, where all information, materials and the "Report" are available. In order to implement the project, one partnership was established.
