Description

The project “Strong Regions - Strong State” designed to strengthen the competencies of non-governmental sector representatives who are delegated to the Partner Groups under the Regional Development Councils. The main
objective of the project is to ensure that delegated representatives could properly represent the non-governmental sector in the regions, contribute to changes in public policy. The main attention is paid to the development of representation, submission and presentation of proposals or recommendations, advocacy, decision-making, negotiation competencies. The project will also create and develop a network of delegated representatives. We will encourage their cooperation and communication, sharing of experience and good practice. Experts from national umbrella organizations will also be involved in the networking, sharing their experience and strengthening the position of representatives. They will also share insights, relevant documents and issues from their supervised sectors.

Summary of project results

The main aim of the project - strengthen the competences of non-governmental organisations (NGOs) and community representatives, for the first time delegated to the Partner Groups of the Regional Development Councils, to adequately represent the non-governmental sector, to present their proposals and comments, and to provide quality recommendations, thus contributing to the formulation of public policy in the regions.

The project has achieved all its objectives, i.e. we have involved the planned number of NGO and community representatives in the project activities, provided basic knowledge on the activities of the Regional Development Councils (RDC) Partner Groups, and helped to familiarize them with the main legal acts necessary for successful representation of NGOs and communities in the RDC Partner Groups. During the training we also provided delegates with knowledge on how to present their proposals, how to negotiate with other delegates, how to professionally formulate their recommendations and how to argue their proposals. 
We also managed to involve the representatives of the Regional Policy Group of the Ministry of the Interior of the Republic of Lithuania in the project activities, who shared their insights, presented the Ministry''s expectations, as well as the challenges faced by the representatives of the Partner Groups, and mentioned that they will try to take into account the challenges in the future. The Regional Policy Group of the Ministry of the Interior is directly responsible for the success of the RDCs and their activities throughout Lithuania, and it is also responsible for the National RDC.

After the project activities, the National Coalition of NGOs will continue to develop a Facebook group for delegates of the RDC partner groups, to share useful information and insights, and to encourage its members to share their experiences. 

Viktorija Krutulytė, Communications Manager of the National Coalition of NGOs, is also currently a member of the National Regional Development Group, and will regularly share information and relevant news with the delegates there as well. 

During the meeting with the Ministry of Interior, it was also agreed to continue to strengthen the capacity of representatives of NGOs and community organizations to represent the RDCs in partner groups.
