Description

Project objective is to increase the capacity of the municipalities of the Ida-Harju region to provide support services to disadvantaged children and young people, which prevent them from dropping out of education and promote inclusion in education.

The project activities will result in creating local cooperation model to provide integrated services for the prevention and intervention of early school leaving, training professionals involved in the provision of integrated services and piloting the developed local services to facilitate the transition of disadvantaged children and young people between education levels and from school to the world of work.

Summary of project results

Project objective was to increase the capacity of the municipalities of the Ida-Harju region to provide support services to disadvantaged children and young people, which prevent them from dropping out of education and promote inclusion in education.

The project activities resulted in creating 6 local cooperation models (Raasiku, Anija, Jõelähtme, Kose, Kuusalu municipalities and Loksa city) to provide integrated services for the prevention and intervention of early school leaving. 168 local specialists were trained on two subjects - a) practical methods on implementing the cooperation model and b) Concious cooperation with parents. The models were piloted at local level engaging through case management service altogether 165 disadvantaged children and youn people between education levels and from school to the world of work.

After piloting, the local cooperation models have been updated. All local governments (Raasiku, Anija, Jõelähtme, Kose, Kuusalu municipalities and Loksa city) have drawn up a work plan for the next years. Case manager specialists will continue in all municipalities, networking of specialists of different municipalities is in place. 

Additionally, networking within the municipalities has improved, the cooperation models have shaped the roles and responsibilities of parties, clarified the processes and harmonised the documentation in educational institutions.
