Description

A Sustainable Energy and Climate Action Plan (SECAP) is a document outlining ways to reduce carbon emissions through better energy use and generation. The SECAP has the potential to reduce utility expenses for residents and businesses, as well as reap environmental benefits. At the moment, Pärnu County in Estonia does not have an existing SECAP. It is important to develop a common SECAP for this county as we need to take measures to reduce GHG emissions and foster a sustainable environment for the inhabitants. The SECAP process includes a detailed and strategic framework for measuring, planning and reducing GHG emissions and other climate impacts. 

The objective of the project is therefore to develop a common SECAP for Pärnu county municipalities: Häädemeeste, Kihnu, Lääneranna, Põhja-Pärnumaa, Saarde and Tori. With a common SECAP, the aim is to advance competitiveness and economic growth, as well as improve energy efficiency and reduce emissions.  The SECAP defines specific measures for climate mitigation and adaptation with time frames and assigned responsibilities, which as a result translates long-term strategies into concrete action.

The Climate and Energy plan for Pärnu County has been completed.

Summary of bilateral results

The PP and Partner shared experiences and gave insight of which best practices to take over from Norway. The Partner visited PP in Pärnu County and PP visited the Partner in Norway. The Partner shared their best practices in a visit to Norway. The Partner introduced Norway''s and Viken County activities in achieving climate neutrality in a seminar. The Partner also presented at the final seminar of the project.
