Description

The topic of this project is the creation of an adaptation strategy as a basic tool enabling a long-term strategic and systematic approach to climate change taking into account the conditions of Jihlava municipality.


It is already evident that a number of climate changes are happening. It is necessary to react to these changes. Jihlava has already began to take some steps, however, there is a need to create a document which will deal with the issues systematically and which will suggest systematic measures for the safe future and sustainable functioning of Jihlava municipality in the changing climate conditions. 


Jihlava is located in the European watershed and currently the towns itself as well as its immediate surroundings have been affected significantly by the cardinal change in the water regime. A part of the strategy should also be a proposal of measures supporting sustainable mobility, improving the standard of public green areas and public space (also in accordance with endeavour to create a child-friendly town). The proposal of specific measures will draw from the analytic part of the strategy, a part of which is analysis of vulnerability and risks. Participation (inclusion of the public, communication with stakeholders and other relevant parties) will be applied throughout all phases of the project realization.


The output of the project will be a strategic document reacting to the current and expected climate changes in the area of Jihlava municipality. It will also be dealing with the issue of adaptation of the town to climate changes including a proposal of particular measures and the way of their implementation, in order to ensure the sustainable functioning of the town, enabling sustainable development of the town and improvement (or at least maintenance) of the quality of life for its inhabitants.


The target groups are mainly wide public, professional public, public authorities.

Summary of project results

The aim of the project was to reduce the vulnerability of the city of Jihlava and increase its resistance to the effects of climate change and to minimize the negative effects of climate change on the quality of life of the inhabitants.The city of Jihlava is aware of the need to respond to ongoing and expected manifestations of climate change. A systematic and long-term approach to this issue is a basic prerequisite for ensuring the quality of life of the city''s residents.The conceptual document Climate Change Adaptation Strategy of the Statutory City of Jihlava is thus a basic tool and starting point for planning and implementing adaptation measures in the city.

The main activity was the creation of a strategy that analyses the current situation, proposes measures to strengthen the adaptation capacity of the city and specifies the proces of applying and fulfilling the strategy. Other activities of the project include investigative proceedings according to the Environmental Impact Assessment Act, ensuring publicity of the project, involvement of the professional and lay public and the main actors in the strategy creation process, hearing and approval of the strategy in the city authorities. The long-term implementation of the strategy will contribute to ensuring the quality of life in the city. The outputs of the adaptation strategy will be reflected in other strategic documents of the city, newly prepared investment plans of the city and other investors. The benefit of the project also lies in the inclusion of the professional and lay public in the process of its creation when the discussion about climate changes and their impact on life in Jihlava and its immediate surroundings contributes to the expansion of the city''s residents'' awareness of this issue. As a follow-up to the adaptation strategy, the Sustainability Action Group was established. 

For each of the analyzed priority areas, we have established a pilot project, the aim of which is to put the proposed measures into practice. These pilot projects include, for example, the construction of anti-flood measures and landscape elements in the vicinity of the Heroltice area, the creation of "green lines" of public greenery in housing estates or the reconstruction of parking lots and the replacement of impermeable surfaces with permeable ones.
