The project proposal aims to provide social services and to improve the accommodation capacity in the centers of SAR with CM for accommodation of third country nationals. The social service will be in fulfillment of the duties assigned to the DAB under the MC from the Law on Asylum and Refugees to ensure initial adaptation. The project will be implemented within the framework of the Norwegian Financial Mechanism 2014-2021. Its general goal is to contribute to the strengthening of bilateral relations and long-term temporary cooperation between Bulgaria and Norway in the priority sector of internal affairs and the field of international protection.

Summary of project results

During the execution of the project several key challenges were identified.

-           Securing appropriate equipment and completing the repairs in the reception centers often requires coordination between many institutions and suppliers, which leads to delays in execution.

-           Bulgarian language lessons for the accommodated individuals were accomplished within a number of training hours that we consider is not enough for achieving the planned social and language programs.

-           Individual approach required for an effective service for those seeking protection, including vulnerability assessment and planned support made for a difficult process and required specialized expertise.

-           Language and cultural barrier between the personnel and the accommodated individuals made it difficult to provide services.

-           Key for high quality services was the training of the personnel in working with vulnerable groups and cultural sensitivity.

-           Agile approach in managing activities allows for adaptivity to the ever-changing needs of the targeted groups.

-           Establishing clear and traceable communication channels between all interested parties strengthened the trust and encourages cooperation.

      These challenges and lessons learnt will serve as a foundation for improvement of the activities in future projects and will help develop stronger and more sustainable systems for support and cooperation between the institutions.

   The achieved efficacy is calculated through the level of completion of the goals, measured trough the indicators - on average for the year the reception and accommodation facilities are at 56% total capacity; 2 new heating boilers in the boiler room of RRC – Harmanli were installed.

     The 3 teachers hired for teaching Bulgarian to the seeking protection have held lessons  to 362 accommodated individuals in the territorial units of SAR - RRC -  Harmanli, as well as in the 3 reception centers in Sofia City - allocated in Voenna Rampa, Vrazhdebna, and Ovcha Kupel. Under the condition of voluntary participation of those willing to take part in the trainings there were total of 2304 hours provided for Bulgarian language lessons.

     To identify the vulnerable individuals the employees have used the following established mechanisms - identification and evaluation of the needs, support plan, social consultation.

    Individual approach expressed through social interviews and consultations is applied in the direct service. Material support like clothes, shoes, undergarments, school supplies, etc were distributed to the territorial units and provided to 718 seeking protection individuals.

    Medical supplies and medicine were delivered to 6 territorial units of the Agency.

    All 4182 individuals that have submitted an application and were accommodated in the reception centers were given a full specter of services - social, language, legal and trainings in compliance with the regulatory framework of the republic of Bulgaria.

   

The projects high efficiency and achieved indicator levels, part of which overachieve the targets suggested in advance could be explained through the opportunity for applying individual approach for care and support of vulnerable groups and the close relationship between the needs and troubles of the accommodated individuals and the need to achieve the project''s targets.

   The expected sustainability of the results as a contribution to the program results is represented as a relationship between the processess related to assigment organization and the control for taking reponsibility for the application of the program in relation to the quality, sustainability, efficiency and efficacy.
