Description
This project objective is to achieve increased capacity of local communities to reduce emissions and adapt to changing the climate. The activities set in the project are measures that have a direct and indirect effect on reducing greenhouse gas (GHG) emissions and are in implementation of Priority Axis 2 "Transition to a lower-carbon electricity mix" from the TNPDIK of Bulgaria on Climate Change 2013 -2020.
The project envisages the implementation of innovative pilot measures in the field of energy and ecology, resulting in the reduction of greenhouse gas emissions and dependency on energy from hydrocarbons and fossil fuels, and the promotion of environmental technological solutions in the daily lives of residents in the municipalities of Haskovo, Stambolovo and Madjarovo.
Moreover, the key point in the project is the activities related to improving the skills and expertise at the municipal level for planning and assigning activities to assess the effectiveness of strategic plans and programs in the field of sustainable development and adaptation to adverse consequences of climate change. This would be supported through the dissemination of good practices and knowledge between the Bulgarian municipalities and their partner organization from the Kingdom of Norway in the field of environmental protection and adaptation to climate change.

Summary of project results
The main challenge that the project aimed to address was to increase the capacity at the municipal level to evaluate strategic plans and programs, improve strategic planning processes, monitor the implementation and application of innovative measures and activities to reduce greenhouse gas emissions and mitigate and adapt to the adverse effects of climate change.
Another challenge that the project adressed was the implementation of innovative pilot measures in the energy and biodiversity sector to reduce and limit greenhouse gas emissions on the territory of the municipalities of Haskovo, Stambolovo and Madzharovo. This includes reducing dependence on energy from hydrocarbons and fossil fuels and promoting environmentally friendly technological solutions in the daily lives of the residents of the municipalities of Haskovo, Stambolovo and Madzharovo.
As a result of the project, solar systems for domestic hot water supply have been installed in 8 kindergarten buildings in the territory of Haskovo Municipality and Stambolovo Municipality
Also, municipal terrains with a total area of 492.94 sq. m have been landscaped and 500 lilac saplings and roses on munucupal park areas of 228.23 sq. m in the central park in the town of Madzharovo were planted.
Institutional capacity has been built at the municipal level for the successful implementation and management of activities and measures in the field of mitigation and adaptation to climate change.
Strategic documents have been developed at the municipal level, which provide a synergistic approach to policies for mitigation and adaptation to climate change.
Good practices and knowledge transfer have been disseminated with the partner organization from the Kingdom of Norway in the field of adaptation to climate change.
A review and analysis of existing strategic programs and plans in the municipalities of Haskovo, Stambolovo and Madzharovo was carried out in order to adequately address the problems related to climate change and their consequences.
The capacity at the municipal level for the evaluation of strategic plans and programs has been increased, the process of strategic planning, monitoring of the implementation and application of innovative measures and activities for the reduction of greenhouse gas emissions and mitigation and adaptation to the adverse effects of climate change has been improved.
By installing solar systems for domestic hot water supply in 8 kindergarten buildings, an innovative pilot measure has been implemented in the energy and biodiversity sector to reduce and limit greenhouse gas emissions on the territory of the municipalities of Haskovo, Stambolovo and Madzharovo, which in turn contributes to reducing dependence on energy from hydrocarbons and fossil fuels and promoting environmental technological solutions in the daily lives of the residents of the municipalities of Haskovo, Stambolovo and Madzharovo.
The expertise of employees from Haskovo Municipality, Stambolovo Municipality and Madzharovo Municipality has been increased for planning and implementing or assigning activities to assess the effectiveness of strategic plans and programs in the field of sustainable development and adaptation to the adverse effects of climate change.
The main beneficiaries of the project''s impact are:
42.14% of the population of Haskovo district is covered by measures to increase the capacity to reduce emissions and prepared for extreme weather events, through campaigns to promote innovative approaches to climate change adaptation, increase the capacity at the municipal level of experts directly involved in the issue, and develop strategic documents supporting the process of adaptation and mitigation of the consequences of climate change.
Summary of bilateral results
The implementation of the project activities was carried out with the exchange of experience, knowledge between the Norwegian partner and experts from the Municipality of Haskovo, the Municipality of Madzharovo and the Municipality of StambolovoCooperation has been achieved and opportunities have been created for future joint plans and partnership relations between IDN and the Municipality of Haskovo, the Municipality of Stambolovo and the Municipality of Madzharovo.
