Description

The project proposal will be implemented by the Municipality of Dobrich in partnership with the municipalities of Dobrich, Krushari and the Norwegian partner GREENZONE AS are implementing activities to increase the capacity of local authorities to develop and implement programs for adaptation to climate change, to introduce specific measures leading to direct reduction of greenhouse gas emissions.

 The project proposal envisages conducting a three-day training of at least 20 municipal employees, representatives of the partners to increase their competence in the field of planning measures for mitigation and adaptation to climate change. It is also planned to carry out a three-day visit of 6 municipal experts in Norway to exchange experiences and good practices in the field of climate change which will contribute to the project objectives for prevention of climate change, it will improve the environment in the region and give people tools to continuously adapt to the changing climate.

One of the initiatives of the project promoter is to deliver and install solar systems to public buildings in the municipalities – 3 kindergartens in Dobrich, a family resource centre in the village in Opanets and the school in Krushari.

Moreover, the campaign will include the installation of Photovoltaic Solar Systems (PVSS)" on public buildings in both municipalities. The implementation of the project envisages development of planning documents in order to reduce gas emissions and adaptation to climate change. The results of the preparation of the plan will contribute to the creation of an environmental management system and the improvement of the ecological conditions in the municipality by limiting the harmful anthropogenic impacts and developing the ecological potential of the economy.

Summary of project results

The main challenge that the project aimed to address was to increase the capacity of local authorities (Dobrich Municipality and the municipalities of Dobrichka and Krushari) to develop and implement climate change adaptation programs, to introduce specific measures leading to a direct reduction in greenhouse gas emissions.

In addition, the project aimed to develop planning documents for the purpose of reducing greenhouse gas emissions and adapting to climate change, with the results of their preparation contributing to the creation of an environmental management system and improving environmental conditions in the municipalities by limiting harmful anthropogenic impacts and developing the ecological potential of the economy.

As a result of the project, photovoltaic power plants were built on the roof space of Kindergarten No. 18 - Dora Gabe, Kindergarten No. 24 - Fairytale World and Kindergarten No. 20 - Radost; Family-type accommodation center for adults with dementia and Home for adults with dementia, village of Opanets, Dobrich Municipality; Secondary School "Hristo Smirnenski" and Kindergarten - village of Krushari, Krushari Municipality

The expert capacity of representatives of the Municipality of Dobrich, Municipality of Dobrich and Municipality of Krushari in the field of energy efficiency and smart urban development has been increased.

Planning documents have been developed for each of the municipalities for reducing greenhouse gas emissions and adapting to climate change, which have been adopted by a Decision of the Municipal Council of the respective municipality.

- Increased capacity of the municipalities of Dobrich city, Dobrichka and Krushari to implement sustainable innovative measures and good practices in the energy sector and adapt their strategic documents leading to emission mitigation and adaptation to climate change.

- Improved skills and expertise of municipal employees at the local level in the field of planning measures for mitigation and adaptation to climate change;

- Implemented innovative measures for mitigation and adaptation to climate change, through the supply and installation of "Photovoltaic power plants";

- Assessed the effectiveness of strategic plans at the local level, including Development of a plan for reducing greenhouse gas emissions and adapting to climate change;

- Sharing good practices in the field of adaptation to climate change, through a working visit to Norway.

 

 

The main beneficiaries of the project''s impact are:

The municipal administrations of the municipalities of Dobrich, Dobrichka and Krushari;

- The beneficiaries of the investment are about 15% of the population of the three municipalities or approximately 13,000 people.

Summary of bilateral results

The partner from the donor country Norway, GREENZONE AD, has successfully spread good practices to Bulgaria from Norway.Training events for the exchange of experience and sharing of good practices have permanently increased the competence and expertise of municipal employees and part of the administration of the partner municipalities. The accumulated experience and valuable expert knowledge will also be used in the implementation of other projects of strategic local importance, which will guarantee the institutional sustainability of the project results and multiply their effect over time.The Norwegian partner - GREENZONE AD, by providing lecturers for the planned initiatives, has actively contributed to the sharing of valuable experience and successful practices in this field. After the trainings, the experts from the city of Dobrich, Dobrichka and the municipality of Krushari, who have already increased their knowledge and level of competence, will be able to independently develop and integrate innovative measures into the municipal Plans for reducing greenhouse gas emissions and adapting to climate change.
