Description

The municipalities of Ruse, Tutrakan, Slivo Pole and Vetovo aim to improve their waste management systems by establishing specific recycling models. Based on a study on the consumption patterns of the population, the local authorities will launch waste collection and recycling systems for the following type of waste: from construction work (through open asymmetric Skip-lift Containers), waste in administrative buildings (by installing bins for separate collection), biodegradable waste (through equipment and containers for plants and wood) and waste recycling through mobile centres (where all types of generated household waste will be collected and sorted in separate containers).

The project will help the municipalities to increase the share of recycled waste by 10.5% and will help their citizens to learn new ways to create sustainable solutions within their communities.

The project activities include the delivery and installation of mobile centres for separate waste collection in the Municipality of Ruse and the Municipality of Vetovo for almost all types of waste generated in one household will be transferred to them- paper, plastic, glass, metals, grease, electrical and electronic equipment, hazardous household waste and others in various containers. Another initiative is the delivery of containers for construction waste for the Municipality of Ruse and the chain mini jaw crushing machine for Tutrakan Municipality which will also contribute to prevent the generation of waste.

The information and publicity of the project is another key element. This is why the information about the project, its objectives, activities and expected results, the contribution of the EEA FM 2014-2021 and the donor countries will be provided through various public events and a website in Bulgarian and English, which can be found here: https://en.green-together.eu/.

Summary of project results

The main challenge the project addresed  was the reduction of the amount of waste and, when its generation cannot be avoided, to promote its use as a resource and to achieve higher levels of recycling and safe disposal of waste.

As a first step in implementing the project activities, a sociological study on the territory of the partnering municipalities - Ruse Municipality, Tutrakan Municipality, Slivo Pole Municipality, Vetovo Municipality, was conducted in order to identify specific patterns of consumption and trends in waste generation among the population. On the basis of the data received during the study an analysis of the trends in waste generation in the four municipalities was prepared.

Another result achieved under the project is the delivery and installation of mobile centres for separate waste collection in the Municipality of Ruse and the Municipality of Vetovo. Almost all types of waste generated in one household will be transferred to them. The centres collect paper, plastic, glass, metals, grease, electrical and electronic equipment, hazardous household waste and others in various containers. The mobile centres are located in five districts of Ruse and in three districts of Vetovo and their location will be changed as needed so that more people can access the service.

The mobile centres aim to reduce the harmful effects of waste by preventing its generation and reducing the unregulated waste disposal, as well as raising awareness of resource efficiency and the circular economy.

The participating municipalities also implemented schemes for the separate collection and recycling of construction waste, as well as of biodegradable waste, such as plant and wood. For this purpose, various equipment, incl. containers for construction and plant/wood waste with different capacities, Bio shredder, composters, self-propelled mowers, motor chipper for wood and branches. This way the percentage of the recycled construction and plant/wood waste in the participating municipalities will be increased additionally.

In order to raise the public awareness on separate waste collection and recycling, several campaigns were conducted under the project. Among the campaigns successfully occurred are campaigns for free removal of construction waste from households on the territories of the participating municipalities, the campaign to popularize the mobile centres for separate waste collection, a campaign among children in kindergartens for demonstrating separate waste collection and recycling. Two videoclips related to separate collection and recycling of construction waste and to the utilization of the newly established mobile centres were also created under the project.

The experts in the partnering municipalities also took participation in raising awareness on separate waste collection and recycling by engaging in events such as public lectures and by introducing bins for separate collection in the administrative buildings.

The main bebeficiaty of the project impacts is the local population of the 4 participating municipalities - households, children and youth, employees and users of local administrations, construction companies, the general public and others. As a result of the implementation of the project activities, mobile centers and bins for separate collection will be purchased, which will be available for use by the local population and the employees of the administrations. Again, households and construction companies will be able to benefit from the developed scheme for construction waste collection. In order to achieve sustainable results, campaigns will be carried out, which will cover the mentioned stakeholders, as well as the children in kindergartens and schools, because the self-awareness for separate collection must be formed at the earliest childhood.
