Programme summary

The FO is the Open Society Institute - Sofia (OSI Sofia) in partnership with the Workshop for Civic Initiatives Foundation (WCIF) and the Trust for Social Achievement Foundation (TSA).

The programme shall support the objective “civil society and active citizenship strengthened and vulnerable groups empowered” through three open calls and three pre-defined projects, all of which are detailed further below and in section 4 of this Annex.

The programme shall cover the following five areas of support:

  • Democracy, active citizenship, good governance and transparency
  • Human rights and equal treatment through combating any discrimination on the grounds of racial or ethnic origin, religion or belief, gender, disability, age, sexual orientation or gender identity
  • Social justice and inclusion of vulnerable groups
  • Gender equality and gender-based violence
  • Environment and climate change

The programme shall address the country-specific concerns:

  • A minimum quota of 10% of re-granting funds shall go to Roma empowerment and inclusion
  • Capacity and sustainability of the civil society sector shall be supported through an allocation of at least 15% of re-granting funds to Outcome 6 (enhanced capacity of the civil society sector); the availability of capacity building support under the Small Initiatives Scheme; all three pre-defined projects; regional civil society initiatives, and bilateral cooperation that support knowledge exchange and sharing of best practices.
  • Outreach to under-served geographic areas and target groups shall be ensured through extensive outreach by the FO, the details of which are specified in section 7; flexible grant sizes and a Small Initiatives Scheme with application requirements proportionate to the smaller grant size that enable smaller organisations to apply for funds; PDP 2 and PDP 3 (see below)
  • Asylum-seekers and refugees shall be one of the target groups of the programme, particularly under Outcome 2 (human rights), specifically the outputs on legal aid and counselling services for victims of discrimination and human rights violations.
  • Scholarships for Roma students in medical/health studies shall be provided through a Roma Scholarship component of the ACF. The Roma Scholarship component shall provide a total of 240 scholarships to Roma youth enrolled to study a health discipline in one of the medical schools throughout Bulgaria. This support shall be provided through a 6-year period. Complementary mentoring and coaching shall be provided through PDP 1 (see below)

Programme re-granting funds shall be provided through six outcomes:

  1. Outcome 1 “Strengthened democratic culture and civic awareness”, shall be reached through three open calls; two calls for strategic projects (Call 1 and 2), and a rolling call for the Small Initiatives Scheme, including a COVID-19 Crisis Response Measure, the details of which are specified in section 4.1
  2. Outcome 2 “Increased support for human rights” shall be reached through three open calls; two calls for strategic projects (Call 1 and 2), and a rolling call for the Small Initiatives Scheme, including a COVID-19 Crisis Response Measure, the details of which are specified in section 4.1
  3. Outcome 3 “Vulnerable groups are empowered” shall be reached through the Roma Scholarship Programme, a pre-defined project (PDP 1) and three open calls; two calls for strategic projects (Call 1 and 2), and a rolling call for Small Initiatives Scheme, including a COVID-19 Crisis Response Measure, the details of which are specified in section 4.1
  4. Outcome 4 “CSOs actively address gender equality and gender-based violence”1 shall be reached through three open calls; two calls for strategic projects (Call 1 and 2), and a rolling call for the Small Initiatives Scheme, including a COVID-19 Crisis Response Measure, the details of which are specified in section 4.1
  5. Outcome 5 “Increased civic engagement in environmental protection / climate change” shall be reached through three open calls; two calls for strategic projects (Call 1 and 2), and a rolling call for the Small Initiatives Scheme, including a COVID-19 Crisis Response Measure, the details of which are specified in section 4.1
  6. Outcome 6 “Enhanced capacity and sustainability of the CS sector including CSOs”2 shall be reached through two pre-defined projects (PDP 2 and PDP 3) and three open calls; two calls for strategic projects (Call 1 and 2), and a rolling call for the Small Initiatives Scheme, including a COVID-19 Crisis Response Measure, the details of which are specified in section 4.1.

Pre-defined project “Mentorship Support for the Next Generation of Roma Health Professionals” (PDP 1) shall contribute to Outcome 3 through providing mentoring and coaching to Roma students so that they obtain necessary knowledge, skills and networks needed to enter into careers in the health sector. PDP 1 shall complement the Roma Scholarship component and help the Roma community reduce the gap in university completion and low number of Roma professionals and highly-educated role models. The specifics of this project are stipulated in section 4.4.

Pre-defined project “Project Generation Facility” (PDP 2) shall contribute to Outcome 6 through providing free consultations and support for development of project proposals under Roma relevant grants schemes (outside the ACF) to less experienced civil society organisations. It shall address challenges Roma and pro-Roma Civil Society Organisations (CSOs) face in accessing European funds for Roma inclusion and shall contribute to improved access to funding of CSOs working with vulnerable groups, as well as to building their capacity. The specifics of this project are stipulated in section 4.4.

Pre-defined project “Building the Next Generation of Civic Leaders” (PDP 3) shall contribute to Outcome 6 and address the shortage of Non-Governmental Organisation (NGO) leaders and staff with specialized skills in fundraising and financial planning, strategic communications, networking and partnerships (especially across sectors), and strategic planning. It shall aim to build leadership skills among young CSO leaders, with a focus on those from under-served areas. The specifics of this project are stipulated in section 4.4.
