Description

A significant response to the inaction of government and public institutions to eliminate segregation of Romani children brought the Prešov Regional Court in October 2012, which condemned the school Šarišských Michaľanoch for ethnic segregation. For failure of public institutions to fight segregation responds the European Commission in April 2015th as well.Although the principles of the School Act declared by the principle of non-segregation of the Education Act does not define the term further. For this reason, schools, teachers, founders, school autonomy in eliminating the problem of segregation do not know what they actually remove. The project aims to strengthen the skills of representatives of public school administration, effectively identify and evaluate discriminatory practices in education and appropriate instruments to promote the principle of equal treatment. We expect that the representatives of civil and public servants have acquired through our seminars and fabrication methodology competencies that enable them to clearly articulate the interests of particularly discriminated disadvantaged Roma children and their parents, and promote their local and national education policy. The project will create changes in school policy and legislation at regional and national level - monitoring segregation in schools in the form of methodologies and guidelines, based on pre-defined ethical and human rights codes. The main outputs of the project benefits for children and parents of children coming to schools from within the Roma communities and the school itself, which will have the same opportunity in cooperation with competent design and implement effective tools desegregation education policy. In the long term, however, the project will benefit the whole society.

Summary of project results

A significant response to the inaction of government and public institutions to eliminate segregation of Romani children brought the Prešov Regional Court in October 2012, which condemned school in Šarišské Michaľany for ethnic segregation. European Commission in April 2015 initiated a proceeding against Slovakia for ethnic segregation Romani kids. Although the Education Act states the principle of non-segregation, the term is not defined further. For this reason schools, teachers, founders and school councils do not know what they should actually remove and what they need to avoid in order to eliminate segregation in school practice. The realized project was therefore aimed at strengthening the capacity and skills of representatives of public school administration who come into daily contact not only with schools but also with the wider school community. The result of the project are the good skills of school inspectors in monitoring of segregation of Roma pupils in schools in Slovakia. State School Inspectorate collaborates with our organization, and thanks to the support from the EEA grants it started for the first time in history to reveal discrimination against Roma children in schools. Another result of the project is the first methodology for desegregation: it is a definition of segregation and the monitoring questionnaire for the needs of state and public administration. Also, the methodology for desegregation is the basic framework of the National Project of state Methodological Centre. This is a national project of development of inclusive education for 150 schools in Slovakia. The project is funded by the European Union. Starting from September 2016, the methodology will be tested for the first time in this national project and evaluated over the next three years.
