Description

The project is an integrated one which, without the ambition to extensively “solve” the problem of Pata Rât, uses social innovation to create multi-sectorial and multi-level coordinated interventions. The coordinated intervention aims at the planning and starting of the process of desegregation and social inclusion of families living at present in Pata Rât. Nevertheless, the objective of the project is to pilot participatory methodologies, which can serve as a basis for interventions undertaken by public authorities in order to fulfil their responsibility in implementing national policies of social inclusion.

Summary of project results

The intervention aimed at the planning and starting of the process of desegregation and social inclusion of families living at present in Pata Rât. The objective of the project was to pilot participatory methodologies, which can serve as a basis for interventions undertaken by public authorities in order to fulfil their responsibility in implementing national policies of social inclusion. Implemented targeted action to improve the housing situation of families from Pata Rât - 35 families moved out from the marginalized communities into social apartments in integrated areas of the city and its metropolitan area through building 12 apartments in Apahida and procuring 23 apartments in Cluj and the metropolitan area. Employability and the employment rate of people from Pata Rât were improved by mediating jobs for 70 persons and offering vocational counselling for 182 people. 41 young people from Pata Rât were enrolled at professional qualification courses within the YouthBuild program and improved the level of qualification, getting more opportunity on the labour force market. The situation of 169 families was improved in terms of school participation, access to child protection services and social benefits The project piloted the transformation of the institutional process of “allocating” social housing units, a process with a usually top-down approach carried out by public authorities, into a process in which the needs and perspectives of the community are embedded into the system, which thus becomes more comprehensible and culturally “translatable” for the targeted individual and the community. In the same time, coordinated intervention for assisting families becomes part of the same system, and it tries to answer adequately and in an integrated manner to different needs, which can occur besides the housing need, before and after moving into a social apartment. The assessment criteria in fact reflect the social support available at a certain moment in a community and in a system of social services – which can be substituted with others, once the level of the support changes. The interventions carried out in the Pata-Cluj project conclude the first phase of desegregation, after which the process needs to be continued on all levels started by the project, by continuing to put the emphasis on housing, but maintaining the complexity, the integrated approach and coordination, within a consolidated partnership with the responsible public authorities and the communities in Pata Rât, on the basis of the experiences gained in the Pata-Cluj project.
