Description

Through a vast consultation process with various categories of stakeholders including public authorities and institutions, palliative care providers and service beneficiaries, Hospice Casa Sperantei Foundation and its partners, Regional Oncological Institute Iasi and Campia Turzii City Hospital, will elaborate, test, analyse and promote two methodologies for the evaluation of palliative care services quality in home care and inpatient settings. The project will have 8654 beneficiaries including public authorities and institutions, palliative care providers, services beneficiaries, professional organizations, professionals from the medical and social fields.

Summary of project results

The idea for this project arrived from the need for care services for patients with incurable deaseases, in terminal stages, as the health system offers limited access for health care sevices for vulnerable groups, especially in rural areas, and in roma people comunities. For the last 10 years, Hospice the House of Hope Foundation was actively involved in developing hospice services (palliative care) in Romania, and in supporting the integration of palliation into public health sistem. The project activities involved all parts responsable with medical services quality, both public and private institutions (Hospitals, NGOs etc.).The project adressed to all final beneficieris (all ages vulnerable groups, with no discrimination, affected by incurable deaseases, and with complex social, psychological and financial problems, in order to improve the quality of life for these patients. Through this project were created instruments to support the service quality evaluation system concerning the palliative care, for the provider for the person who does the evaluation, as well. These instruments were implemented and tested, working with patients and medical staff. The evaluation instrument created is to be adopted by the Ministery of Health. As a result of this project implementing, 12 specialists were trained for evaluation, specialists from Bucharest, Brasov, Oradea, Campia Turzii and Constanta; 8 medical services were evaluated; 85 persons were trained in order to apply metodologies, within the services under evaluation.
