Description

Self-employment and the creation of new green economy companies require not only the entrepreneurship skillset but also the ability to recognize opportunities relating to the environment and sustainability in the creation of green jobs. This project aims to prepare young people accordingly, combining technical training with formal schooling. Once an appropriate group of young people is assembled, training in this area will be promoted through the development of a dedicated online training tool, as well as a training programme. The project will also include the development of a policy brief meant to promote favourable public policies, which will namely propose a set of evaluation indicators, and an inventory of skills required in Portugal regarding green economy.

Summary of project results

Youth unemployment in 2013 was 37.7%, a structural problem for Portugal. This gap between demand and labour supply will continue to exist if the young workforce is not adapted to the challenges that the Portuguese economy faces in terms of green economy. A study carried out by the Ministry of Labour in 2009 verified that in the renewable energy sector the demand for graduates in the areas of energy and engineering was higher than the offer, and therefore it is necessary to train young people with specific skills in the area of green economy. A thorough analysis of the youth unemployment in Portugal shows that in 2012 near 15% of population aged 15-24 were designated NEETs (Not in Employment, Education or Training). Several studies have identified that countries with systems of education that combine technical training with formal schooling tend to have lower NEET rates, since often companies may prefer a well-trained apprentice to a licensee. 331 vulnerable young people were involved in training actions for employability and 398 youngsters have been trained on sustainable entrepreneurship, of which 94 have successfully achieved training on entrepreneurship. In addition 146 trainers have successfully completed their training on sustainable entrepreneurship and green economy ensuring replicability of the project. A web platform was set up to disseminate knowledge and training. E-learning on sustainable entrepreneurship and green economy has taught 553 young people, although falling short of the initial target. A benchmark report on good practices of sustainable entrepreneurship regarding NEETs and vulnerable young people was prepared on the basis of Iceland, Norway and UK experiences. A policy brief was produced as well on public policies with recommendations for measures to be taken.
