Description

Polish courts do not dispose of a uniform system of court files management. As a result it is complicated to trace the current location of paper files. It also takes more time and effort to deliver files to a judge working on a case or to an interested party. This is especially the problem of registry divisions of common courts. The objective of the project is to improve efficiency of the court systems. This will be achieved through shortening the time necessary to find and deliver paper court files and facilitating their turnover. The project consists of development and implementation of a uniform court files management system based on Radio-frequency Technology. All courts participating in the project will implement a dedicated IT system and special equipment will be purchased to support it. The project will focus on registry divisions of courts which store vast amounts of paper files. However, if it turns out successfully it might be also spread to other court divisions.

Summary of project results

As a result of the implementation of activities in the project, all the planned works in the project area have been completed. All indicators provided in the application for co-financing have been achieved. Savings existing in the project have been postponed to another project co-financed from Norwegian funds. The project has achieved the following benefits: • creating a uniform system for managing files in registration courts, • enabling equal access to information in all courts, • improvement of work in file depots, • automation of some activities, • reducing the workload, • elimination of mistakes. From the point of view of the citizen, the service of ordering and reviewing court files has been improved. Information and promotional tasks were carried out within the scope required for the promotion plan. In addition to the conference, knowledge about the project was also provided during the organization of other information meetings, the participants of which were the court management staff and court employees. Problems occurring in the implementation of the project were mainly related to the temporary unavailability of personal resources. Accumulation of various activities at the same time caused delays in the implementation of substantive tasks. The result of the prolonged tender procedure was the necessity to apply for a change of the project end date and extension of eligibility of financial resources.
