Description

The project is about controlling whether the deadlines set in the Code of Administrative Procedure (CAP) are observed by institutions implementing the national strategic reference framework 2007-2012. A pilot survey shows that the norms are violated by both central and local public administration institutions, resulting in discriminatory treatment of organizations and citizens. The norms are violated not only in the area of EU projects, but also in competitions financed from public funds. The project is addressed to NGOs and public administration. The most important outcome will be a standard of adherence to the CAP regulations for the new financial perspective (2014 – 2020) and better quality of public administration.

Summary of project results

Pilot surveys conducted by the organisation show that the rules concerning deadlines for filing applications defined in the Code of Administrative Procedure are not respected. Public administration takes the date of receiving documents in the office as a basis for counting the deadline, while according to existing regulations it should be counted based on the postmark date. The aim of the project was to lead to respecting CAP regulations concerning deadlines for filing applications by all central and local government institutions participating in the implementation of the financial perspective for 2014-2020. Information on the deadlines for filing applications for 3000 competitions financed from EU funds were checked in all voivodeships under the financial perspective for 2007-2013. Based on that, the data were compiled in spreadsheets that were supposed to be available till 2020 on the web page http://kpa.siedzieje.pl (at present, the page is not available). The data gathered only confirmed that in most cases the administration took as final the date of receiving applications in their offices as a basis for counting the deadline. In view of technical (loss of data on servers) problems and organisational failure, the Foundation was not able to complete activities to prepare, sum up and spread the results of monitoring, and to introduce changes in public institutions.
