Description

A survey of cultural condition in the regions revealed that too little funding is distributed for culture. Main source of funding of cultural centres is municipalities. In the meantime, resources for performing activities constitute only 9 per cent of total organisation’s budget. This causes lack of new programmes, innovation and modernized content. In order to be interesting for the society, museums have to choose interesting themes and apply modern technologies. Main goal of the Project is to foster innovation and application of modern technologies in regional budgetary cultural institutions of Lithuania by transferring good practice from Norwegian institutions. By cooperating with innovation experts from Norway, during a project an innovative training programme for museums, libraries and cultural centres that is adapted to the Lithuanian context will be created. Programme will help to strengthen the capacities of institutions in fundraising, project development and idea generation in the areas of innovation, “soft skills” as well as service modernisation.

Summary of project results

A survey of cultural condition in the regions of Lithuania (2009) revealed that too little funding is distributed for culture. Moreover, variety as well as quality of cultural services is under-developed. Actualization programme of cultural sector 2014–2020 emphasizes that museums in Lithuania do not satisfy the cultural needs of the society: very often exhibitions are seen as the main activities of the museums. Main goal of the Project was to foster innovation and application of modern technologies in regional budgetary cultural institutions of Lithuania by transferring good practice from Norwegian institutions. By cooperating with innovation experts from Norway, during a project an innovative training programme for museums, libraries and cultural centres was created. During implementation of the project creative laboratories that educate participants about creative innovation, transfer good practice of Norway in visual and audio manner and develop a case study of a cultural organisation’s actualization and modernization conception, seminars about EU Structural Funds and specific funding opportunities, theoretic and practical seminar about fundraising, innovative philanthropy were organized. The programme was implemented in 10 districts of Lithuania. By improving the skills of employees to get funding and modernize activities, the quality of cultural services was increased as well as attractiveness of the public spaces in the regions was improved.

Summary of bilateral results

Project partner from Norway - Callosum Education. Experience in training, education and consulting contributed to the successful knowledge transfer from Norway to Lithuania and helped to assure the quality of a training programme.
