Description

The established aim of the project is to contribute to the regional policy objectives by transferring the Kingdom’s of Norway knowledge and best practices to authorities of the Republic of Lithuania and Lithuania’s municipal authorities, to promote their sustainable development, to strengthen the capacity and cooperation in the social sector, as well as social clustering between local and regional partners.

Summary of project results

Social clustering is an important and innovative tool for contributing to the regional strategic policy objectives, through capacity building and cooperation. However, in Lithuania social cluster is a new challenge for creation of social economy tools. The project aimed to complement regional policy goals by transferring of know-how and good practice experience of Norwegian institutions to Lithuanian counterparts promoting sustainable development and strengthening capacity building as well as co-operation and social clusters among public institutions and local and regional partners. The project has been implemented with partner from Norway (Flexible Education Norway) and 11 Lithuanian institutions as project partners. During the project social cluster competencies model has been developed and virtual learning platform created. While implementing the project 6 social cluster competencies programmes have been prepared and methodological tools created. In addition, under this activity 12 training events for 301 persons have been organized (6 training in Lithuania and 6 in Norway). For improving the administrative and public capacities of local and regional institutions 3 programmes have been developed, methodological tools created and 6 training events (3 in Lithuania and 3 in Norway) organized. In total 248 participants attended the training. Furthermore, 3 training in Lithuania and 3 training in Norway on implementation of innovative anti-corruption measures at local and regional level have been organized. 262 participants attended the training. As results of the project, a guide for implementation of state wellbeing transparency has been prepared and published and social cluster network created. The project activities also included visits of representatives of project promoter and project partners from Lithuania to Norway and Norwegian partner visits to Lithuania. The participation of the Norwegian partner in project activities contributed to transferring of best regional policy practice of Norway to Lithuanian institutions.

Summary of bilateral results

While implementing joint activities, such as visits of the representatives of project promoter and project partners from Lithuania to Norway; visits of the representatives of Flexible Education Norway to Lithuania, including participation in project's publicity events and trainings held in Lithuania; 12 training organized in Norway with 240 participants attending, partners shared experience and knowledge on implementation of regional policy in public sector in Norway, discussed the developed social cluster competencies model and training programmes as well as benefits and challenges of virtual learning. The participation of the Norwegian partner in project activities contributed to transferring of best practice of Norway to Lithuanian institutions and improving the quality of the project. In addition, bilateral partnership contributed to visibility of the project in Norway. One project publicity event was held in Oslo, project's posters and leaflets were distributed in Norway, information about the project was published on the website of Flexible Education Norway and on some other Norwegian websites.
