The latest Eurobarometer research shows that 29 pct. of Lithuanian citizens–the most in the EU - during the last year were asked or were expected to give bribes for the services received. The objective of the project is to combine the Lithuanian Republic and Kingdom of Norway corruption prevention institutions and 10 Lithuanian municipals to a cooperation network seeking to tap the experience of Norway in the corruption prevention field. The project activity encourages the creation of anti-corruption means in local and regional levels, conveys the experience of creating anti-corruption means in local and regional levels in educational fields, create specific long-term means (methodology, guides, case studies), information on how to increase the transparency of officeholders activities, to better the administrational and public abilities in municipal institutions for prevention of corruption. Added value: the project develops anti-corruption education, where anti-corruption means are used practically and encourages the intolerance to corruption.

Summary of project results

The latest Eurobarometer research shows that 29 pct. of Lithuanian citizens–( the highest percentage in the EU) stated that during the year 2014 they were asked or were expected to give bribes for the services received. The objective of this project was to combine the Lithuanian Republic and Kingdom of Norway corruption prevention institutions and 10 Lithuanian municipals to a cooperation network seeking to tap the experience of Norway in the corruption prevention field. The project encouraged the creation of anti-corruption means in local and regional levels, conveyed the experience of creating anti-corruption means in local and regional levels in educational fields, created specific long-term means (methodology, guides, case studies), information on how to increase the transparency of officeholders activities, to better the administrational and public abilities in municipal institutions for prevention of corruption. During the project implementation the best practices of how to work more efficient in the field of corruption prevention was adopted from the Kingdom of Norway and anti-corruption training were arranged for persons from those 10 municipalities (about 1 400 participants). Level of corruption will be continuously measured even after the project on the basis of the indicators of reducing corruption and measuring technique which has been created by experts during the project.

Summary of bilateral results

Project partners actively participated in implementation of project while providing consultations in field of corruption prevention methods. Working together partners reached results of higher quality and improved mutual understanding between partners.
