Description

Data provided by Eurostat shows that in the recent years (2007–2013) in Lithuania lifelong learning indicator, which refers to persons, aged 25 to 64 who received education or training in the four preceding weeks, was 5,2–5,7 percent, whereas EU average for 2013 was 10,5 percent. Referring to PIAAC survey results in other EU countries, every fifth adult in Europe has a low literacy level and poor mathematical skills. In addition, every fourth adult is not able to use IT properly. Depending on these facts, it could be presumed that there is a similar level of basic skills in Lithuania. In the Education and Training Programme (ET 2020) for Europe it is indicated to seek that in 2020 at least 15 percent of adults would have participated in lifelong learning process. This project will contribute to this goal and increase adults’ participation in lifelong learning by improving competences of adults who work in adult education field and render the effective assistance for adult education institutions in the field of basic skills. The final prospective outcomes of the project: (1) Two qualification improvement study trips to Norway organized; (2) applying good practice of Norway, the Practical Book of Andragogue and the Guide of the Good Practice for development of adult basic competences in Lithuania prepared; (3) consultation of representatives of lifelong learning institutions on work in the basic skills development area (in four problematic Lithuanian municipalities); (4) a cooperation seminar organized in Lithuania with the Norwegian partner. In addition, the guidelines for the further cooperation and exchange of practice with Norwegian partner Vox will be prepared. Project activities are concentrated strengthening capacities of employees’ of the lifelong learning system and lead partner in the field of basic adult competences development, taking into account the Norwegian practice. Project activities contribute directly to implementation of project’s objectives.

Summary of project results

The project activities was focused on strengthening capacities of employees’ of the lifelong learning system and lead partner in the field of basic adult competences development taking into account the Norwegian practice. During the project we created two methodological tools: “The Practical Book of Andragogue” and “The Guide of the Good Practice” for development of adult basic competences. “The Practical Book of Andragogue” describes the methods and principles in teaching and developing adults‘ basic competences, such as literacy, numeracy, reading skills, the ability to solve problems using technologies. It covers issues such as learning motivation, provides examples of lessons plans, explains methodology of assessment of basic competencies. “The Guide of the Good Practice “ describes the basic competences, briefly presets the PIAAC research data and key findings in Lithuania, Norway and other EU countries, basic skills development strategies, Norwegian good practice examples, current experience in Lithuania and examples of good practice, theoretical and practical assumptions of the Norwegian model in Lithuania, financing mechanisms, etc. The prepared methodical tools was presented for Lithuanian andragogues during the international conference. It was organized consultations of 130 representatives of lifelong learning institutions on work in the basic skills development area in four problematic Lithuanian municipalities (Lazdijai, Druskininkai, Salčininkai and Svencionys). In these regions, there is a higher number of unemployed people and people with a lower level of education.

Summary of bilateral results

The Partner prepared internship programme and ensured its fluent organization in Vox, Oslo. During the internship VOX experience in adult education in the field of basic skills was presented by VOX employees. This activity directly contributed to improve of non-formal adult education services quality by developing project participants’ competences in the field of development of adult basic skills. The Partner provided consultations on preparation of Practical andragogue’s book and Good practice handbook; provided information on basic skills development in Norway, work methods and principles, opportunities to apply Norway practice in Lithuania. This international partnership provided moral support and allowed for more creative brainstorming. The wider pool of knowledge, skills and contacts were several of the reasons of very good quality of the created materials.
