Description

The objective of the project is to enhance the understanding of the benefit of decent work through social dialogue in Estonia.The project is expected to enhance the understanding of third party violence (TPV), and acknowledge the importance of social dialogue and how to prevent TPV in the workplace. The project carries out four seminars, a visit to Lunner county in Norway and a conference. The increased understanding expected will be measured by a survey at the start and at the end of the project implementation period, as well as by records from new forums for social dialogue, and their meetings and agenda. The project involves politicians in local pilot projects, as this is seen as important to establish and strengthen social dialogue at the municipal level and effectively deal with TPV problems. Their regulatory and active participation establishes good social dialogue and achieves effective results to problems. Developing trust among local participates is also important, as is the link between central and local level. Regular contacts are established with local project steering committees.

Summary of project results

The project aimed to address the lack of acknowledgement of third party violence in Estonia. The project was meant to increase knowledge about different situations including social dialogue in the municipal sectors. The following activities were performed during the project implementation: - 4 seminars and one VERGE seminar for participants of the Children’s Security Centre of Tallinn were organised; - 1 study visit to Norway was conducted; - Final conference was held at the end of the project implementation. The following outputs were achieved through the project: - 230 participants increased their knowledge on third party violence issues; - 1000 leaflets on the third party violence printed out and disseminated. - A Norwegian Workbook and Manual have translated in Estonian and disseminated; - Information about the project was published in the journal "Social work"; - A milestone was passed when Estonian social partners signed a memorandum of understanding on the need to put in place measures to prevent and mitigate third party violence in workplaces. Social partners agreed that the awareness in the society of the very existence and level of third party violence in workplaces is insufficient. This was the first agreement signed in Estonia between social partners at national level. The project has contributed to increasing the knowledge of social dialogue in the municipal sector. Politicians have been also involved in project activities and tripartite dialogue at municipal level has therefore been strengthened. Based on the project results, two new proposals for further prevention and awareness of third party violence have been prepared.

Summary of bilateral results

The Norwegian partner KS provided relevant competence/participation at the workshops and in general ascertain the project is implemented according to approved plans. It took part in the development of training strategies and have contributed to the improved knowledge on social dialogue and methods of collaboration in Estonia, both at national and local level. KS has showed a strong interest and commitment in working with its Estonian partner in future.
