Description

The social dialogue in Poland is weak. The tripartite commission is ineffective, social partners are divided, and employees or employers organizations are not united. The main objective of this project is to improve the qualifications of social dialogue participants in Poland. The project will also help improve the Polish training system through the use and adaptation of the Norwegian experience. 200 representatives of employees, employers and local authorities will take part. The planned activities are a study visit to Norway, seminars in Poland, a manual and a final conference. The detailed objectives are to benefit from the experience of the Norwegian partner through the exchange of good practices, to diagnose the special needs of social dialogue participants and to prepare a manual for social dialogue participants. The expected results of the project are improved social dialogue and tripartite dialogue structures and practices. The Norwegian partner will present the situation of social dialogue in Norway, and best experiences, practices and possibilities of their use in different social and economic conditions.

Summary of project results

The project was aimed at improving the competencies of social dialogue participants in Poland with regards to the specific needs identified by the project promoter. The project also helped improve the Polish training system through the cooperation with the Norwegian project partners. The project included the following components: - 1 complex diagnosis of the needs and problems in Poland in the area of social dialogue - 2 study visits in Norway in 2013 and 2014 - 12 seminars in Poland with 320 participants in total. The seminars were conducted in 7 Polish regions. - 1 manual of which 2000 copies were distributed - 1 final conference in Poland in December 2014 in Wroclaw in which 60 participants took part. - A promotional campaign organized in December 2014, which included one billboard campaign, preparation of promotional materials and newspaper advertisements. The project was needed for a number of reasons. The main weaknesses of social dialogue in Poland included ineffective tripartite commission activities, weak division of work between social partners, employees and employers organizations as well as frequent political and ideological differences. Moreover the training system was not very strong. In the framework of the project, the participants discovered that there is a different way to conduct social dialogue in more effective way.

Summary of bilateral results

The implementation of the project helped to establish long term and effective cooperation between the regional structures of OPZZ in the field of social dialogue. It also led to a fruitful cooperation between Polish organizations and the Norwegian organization LO, which would last in the future.
