Description

The project implements an information campaign to promote awareness on the rights and obligations of a child in foster care. Specifically, it will address the issues resulting from the UN Convention on the Rights of the Child with specific attention paid to the issue of foster care. The campaign will be implemented in three stages: 1) a leaflet campaign – the project promoter, the partner and accompanying organizations will deliver leaflets to the above mentioned children and adults; 2) an on-line campaign – leaflets will refer to websites with a communication platform; and 3) a personal campaign – the website will mention a possibility of personal communication – Green Line; an on-line counselling service for questions on how to solve specific problems or for queries from the target groups. The evaluation of the campaign is planned in the end of the project. The main target group is teens (12-18), and an additional target group is foster parents, social workers, and psychologists working with foster families. J&T Endowment Fund is one of the most important NGO focusing on a foster care and care for vulnerable children. It has know-how which can guide the project to its desired goals.

Summary of project results

Project focused on increasing awareness on the rights and obligations of a child in foster care due to the national information campaign. It included cooperation and communication with the civic sphere (NGOs) and the institutional sphere with the aim to create better conditions for increasing children's awareness on their rights.The campaign let to improve children's´situation to participate in decision-making processes. Sustainable change that the project was aiming for - responsible approach to the needs of the target groups at the level of civil and public was fulfilled. It included cooperation and communication with civic sphere (NGOs) and the institutional sphere (Ministries, social workers institutions and other relevant institutions) with the aim to create conditions for better childrens´ awareness on their rights. The campaign let to improve childrens´situation to participate to decision-making processes. Sustainable change that the project was aiming for - responsible approach to the needs of the target groups at the level of civil and public was fulfilled. It was detected from implemented researches, own experiences and consoling with the target groups. The campaign used combination of classical and modern communication tools. Green Line – possibility of personal communication, an on-line counselling service for questions on how to solve specific problems or for queries from the target groups was created. The campaign impact was mapped through 1000 interviews with individuals of all target groups. The level of rights awareness was investigated through the model situations. Four out of seven model cases had statistically significant correct answers after the implementation of the campaign. The most significant change has been notices in the area of foster parents approach to the rights of children with special needs, specifically to the right to education in the mainstream education. A significant shift for all target groups was in the area of maintaining contact with the biological family.
