Description

The project aims to support the development of e-participation as one of the important components of public participation in decision-making processes. The output will be the online tool and a set of methodologies and recommendations for the implementation of eparticipation in decision making at the local level. Emphasis will be placed on long-term and sustainable use of developed tools, especially on simplicity, clarity and cost-effectiveness. The project will pilot the tools in 6 selected municipalities and will promote an extensive information and education campaign.

Summary of project results

The main purpose of the project was to support the development of e-participation of the Czech Republic as an important part of mechanisms of representative democracy. The elected representatives should have an overview of the needs and opinions of the citizens they represent. The aim of the project was to create, to test and to offer a package of tools for participation of citizens in decision-making of their town. Tools were made from the pilot testing of the online system for the public (electronic sociological tool for public opinion research) and subsequently these tools were offered to all municipalities in the Czech Republic for their own use. Participatory package includes a web based tool for polling and set of methodologies for the use of municipalities. The aim is to ensure valuable citizen participation process so that the community was able to integrate this process. The project lead to create conditions for easier and more effective participation of the population, results of the project are: creating and providing a simple tool - an online tool for participation and feedback citizens; creating and providing battery of questions and methodology how to ask and how to increase the motivation of participants in the process; and provide a guide on how the tool successfully and effectively utilize - a set of methodologies and recommendations to municipalities for successful implementation. The project had two main target groups - public administration (councilors and officials) and the public (residents of the towns), both of which were through the creation and implementation of the tools strongly supported.
