Description

The project addresses the failure of school boards to take active part in school policy making. The project aims at using a new model to increase the involvement of school boards in 4 pilot schools. First, the legal framework on school boards will be analyzed. Second, the powers of school boards in Bulgaria, Poland, Finland and Norway and the expectations and readiness of 60 parents from the 4 schools to get involved will be studied. Third, an ongoing monitoring model for school boards focused on integration of children from vulnerable groups will be developed. Fourth, 80 people will be trained to use the model. Finally, monitoring will be carried out in the 4 schools and the findings and proposals will be presented to the school management and shared with the stakeholders. The project will benefit the students, parents, teachers and management of the 4 schools, school boards and the education system in general. The partner will contribute with its expertise and experience.

Summary of project results

School boards of trustees have hardly any say in the decisions for the development of the education environment even though school boards have a number of important functions that can allow them to take part directly in the life of the school and to exercise influence and control on the daily activities and the strategic development of the education process. Therefore, the project aimed at creating conditions for greater initiative and active involvement of school boards (NGOs) in the formulation of policies and decision-making together with the schools. A model for stimulation and involvement of school boards in the policy- and decision-making jointly with the school management was developed and tested under the project. The tool helped mobilize the parents involved from the school boards of 5th Primary School, Plovdiv, 104th Primary School, Sofia, and 9th Primary School in Blagoevgrad and the parents’ board from the Secondary School in Koprivshtitsa in their capacity to raise important issues related to the school life, be active participants in decision-making about the monitored school policies: (1) quality of the education process; (2) healthy conditions at school; (3) recruitment and enrollment of school students; (4) Ensuring publicity and transparency in the work of the school. The following results were achieved in quantitative terms: the legislative framework on school boards and their powers was analyzed, a model for promotion of greater involvement of school boards in policy- and decision-making was developed; a series of training sessions were held with more than 60 members of school boards trained to adopt the model; an evaluation tool for the selected pilot school boards was developed, etc. For more information please, visit: https://www.facebook.com/AktivnoRoditelstvo/
