Description

The project addresses the challenges facing the Roma community in Kubrat Municipality related to integration. The project aims at empowering and integrating the Roma by raising their awareness about the local strategic Roma integration documents developed by the municipality. First, the applicant will boost the capacity of its staff. Second, 7 round tables will be organized in 7 towns with Roma minority presenting the strategic documents and the ensuing opportunities for the Roma. Third, the outcomes of the round tables will be discussed with Roma opinion leaders. Fourth, a 15-member Municipal Advisory Council will be set up to give voice to the Roma. The members will undergo training on integration issues. The project will benefit the Roma communities in Kubrat Municipality, local and district authorities and the public in general. The partner will help with project management.

Summary of project results

The project was needed to change the negative practice of local and regional decision-making without consultations with the communities concerned and development of strategic documents without monitoring their implementation and the impact of the planned activities and without actively involving the local community in their implementation. The project achieved its goals and contributed to the long-term goal, i.e. social inclusion and empowerment of vulnerable groups in Kubrat Municipality. The local communities in localities with concentrated Roma minority in Kubrat Municipality were introduced to the strategic documents for their integration, their duties and the need to be actively involved in their implementation. The local and regional authorities agreed that cooperation with the NGO sector and local communities is the key to successful local and regional development. The project partners became recognizable organizations in the area of integration. The lead partner was accepted as a member of the District Council for Cooperation on Ethnic and Integration Issues. A mechanism was set up for social inclusion of vulnerable groups via the municipal advisory council on integration issues including informal leaders of local communities with concentrated Roma population in Kubrat Municipality. The latter will ensure the sustainability of the project results. The project outcomes include an analysis of the situation in localities with concentrated Roma population in Kubrat Municipality and ideas generated by the local community members to solve the problems. The target groups include vulnerable Roma communities in 7 localities in Kubrat Municipality, local and regional authorities in Razgrad District, volunteers and NGOs.
