Description

The project addresses the non-transparent and inefficient nomination, election and appointment of Bulgarian high-level officials, heads and members of governmental agencies and courts. The project aims at boosting the applicant’s capacity to carry out advocacy campaigns for monitoring and profiling of the candidates and ensure greater transparency. First, the applicant’s staff will be trained on advocacy and monitoring. Then a strategic plan for advocacy and monitoring will be drafted. Third, good international practices will be analyzed and Transparency, Integrity and Responsibility Standards for Parliamentary Appointments will be developed. Next, a network of NGOs will be set up to advocate the adoption of the standards. Next, a methodology for monitoring and assessment and a web-based platform will be developed and tested. Finally, 3 political discussions with the stakeholders will be held. The project will benefit the applicant, relevant NGOs and the public in general.

Summary of project results

The project addressed the non-transparent and inefficient nomination, election and appointment of Bulgarian high-level officials, heads and members of governmental agencies and courts. As a result of the project activities the capacity of BILI was strengthened by attending a specialized seminar delivered by external lecturers. A methodology for public presentations of the candidates for the highest public positions and monitored the parliamentary appointments was elaborated. Furthermore, a set of Standards for transparency, integrity and responsibility (STIR) for conducting parliamentary appointments was drafted. A civic coalition was organized aiming to advocate for imposing STIR. An online platform was constructed, which presents the candidates for the highest public positions in the country and public discussions for parliamentary appointments with representatives of all stakeholders were facilitated. 21 procedures of the 42nd National Assembly and 43rd National Assembly, which presented 12 public profiles of institutions and 6 public profiles of candidates were monitored. NGOs with which BILI is in cooperation were engaged in the process of drafting the Statement for Transparent Parliamentary Appointments. Members of Parliament, media representatives, and candidates for high level positions were also involved in the advocacy campaign. The main benefit is that the topic of the necessity for transparent parliamentary appointments was placed in the focus of the public opinion and in the professional discourse.
