Description

The project will provide training of 180 representatives of the state, district and municipal administrations, on energy efficiency and renewable energy sources as well as increased administrative capacity on national, local and regional level in implementing measures for EEF and RES. It will establish new partnerships, exchange of experience, know-how and good practices in the field of renewable energy and EEF between theproject promoter and the two Bulgarian partners and the Norwegian partner. As an indicator of the result is the presence of three groups of partnerships: • project promoter and the project partners - VUZF University, Norwegian partner and two Bulgarian partners; • project promoter and project partners form one side and trained institutions at state and local levels on the other side; • State and local institutions whose representatives will be gathered in groups at the trainings. Advanced knowledge and experience of local and national level, suggesting a more successful inclusion in initiatives and projects in the field of EEF and RES. Trained professionals will have better and more comprehensive knowledge, which is a prerequisite for improving the quality of subsequently realized projects in this area. Information campaign will contribute to the promotion of measures to improve public attitudes in the EEF and RES. 1 information campaign will be implemented. The information and publicity include regular coverage of the project and its progress on the site of the Applicant in order to promote project, program BG04 and the contribution of the Financial Mechanism of the European Economic Area. The information on the site will contain a reference to the program's website BG04, which will increase visits to the site of the applicant and the site of the same program of an expected minimum of 180 visits (one for each student).

Summary of project results

The ultimate goal of the project is to improve the knowledge and skills of project staff in state and municipal administrations, to implement measures for energy efficiency and renewables, was fully achieved, as evidenced by the results of the questionnaire. By conducting the main activities of the project (trainings, consultations and information campaign) as established cooperation between different institutions, whose representatives were the target groups, and improved communication and coordination between them in the EEF and RES field. This is a prerequisite for the preparation of a good quality projects at regional and national level, and also for their higher efficiency. As a result of project implementation 277 representatives of the state, district and municipal administrations were trained on energy efficiency and renewable energy, so the influenced target group is significantly greater than originally envisaged 180 people. During the implementation of the project were established new partnerships, exchange of experience, know-how and good practices in the field of renewable energy and EE, between the project promoter and the two Bulgarian partners and the Norwegian partner. The survey showed extensive knowledge and experience of local and national level, implying successful involvement in initiatives and projects in the field of EEF and RES. Trained professionals get a better and comprehensive knowledge, which is a prerequisite for improving the quality of subsequently, realized projects in this area. The Improved capacity at national, regional and local levels will ensure that in the future energy efficiency measures will be taken and renewable energy solutions will be implemented. The information campaign contributed to the promotion of measures for improvement of public attitudes towards EE and RES. All partners took active participation in the information campaign by participation in the press conferences on the project, round table, distribution of information materials, the implementation of paid press releases and others. For its success also speaks the visitation of the project's website (316 users) and the target group activity in the forum page. The forum page will continue to function and all representatives of the target group will be able to discuss topics of mutual interest and seek advice. All of the established partnerships will continue to operate in the implementation of future internal and external projects.

Summary of bilateral results

The Project was implemented as a result of fruitful cooperation and interaction between all stakeholders. "Norsk Energi" - the created partnership between the organization, representative of the donor country, and other partners has been extremely beneficial for both parties. The exchange of best practices contributes to the improvement of the project through their implementation in part of the educational content and to the work of the partners, who can apply what they have learned in their daily practice. "ENERGOEFFECT Consult" LTD - the realized partnership with this organization contributes to the convergence of the business and the education, which is a major problem in the labor market. The expertise that brought this partner in the project has been extremely valuable for the implementation of basic training activities. In turn VUZF University has supported all experts involved, in the organization and presentation of the material. The rich experience and contacts realized during the years by "ENERGOEFFECT Consult" Ltd., contributed significantly to the successful implementation of the project. NGO "Balkan Small Business Association" - VUZF University has extensive and successful experience in partnership with NGOs. The BSBA experience in the implementation of projects and conducting various trainings, successfully combined with the experience of VUZF University in this regard, which played a crucial role in providing suitable locations for conducting trainings. The inclusion in the training of the only of its kind in our region mobile laboratory, courtesy of BSBA, contributed to the expansion of much needed practical element in the acquisition of knowledge by the target group.
