Description

The main goal, which is set by Sofia Municipality is to reduce the energy intensity per unit of heated area and at the same time seeking to increase comfort by improving the quality of the environment and reduce health risks through reconstruction and modernization of internal heating system. With increasing energy efficiency in five buildings with social orientation - day center for adults with mental disabilities, three schools and a kindergarten municipal authorities will set an example for better energy management. This will affect all other sectors and will receive the approval of the population for efficient use of resources and implementation of environmentally friendly policies. Last but not least, the objective of the project corresponds to the overall objective of the program, namely to improve energy efficiency and reduce GHG. Direct beneficiaries of the project implementation are children in schools, kindergarden and users of social services, the total number of which is 3764, including those with special educational needs and chronic diseases, as well as those from minority groups, of which 1900 female and 1864 male. Direct positive effect it will have on teachers and support staff in schools, social workers and support staff at the day care center, as well as their families. Distribution is as follows: 91 NEG "Prof. Konstantin Gulubov" area "Vyzrazhdane" Total number of students - 996 of them women - 508, male - 488; 138 School "Prof. Vasil Zlatarev" "Slatina" Total number of students - 1241, by which female - 674, male - 567; 125 School "Prof. Boyan Penev", "Mladost" Total number of students - 1273, by which female - 601 male - 672; Kindergarten № 149 "Zornitsa", "Serdika" Total number of 196 children, of which female - 96 male - 100; - Including Roma - 3 children Day center for people with mental disabilities "St. Marina" Total number of users of social services - 58 of them female - 21 male - 37; - Including Roma - 1 person.

Summary of project results

The main goal of the project: “Rehabilitation of internal heating instalations in three schools and one kindergarten and Renovation of internal heat transfer system in the building of Day Centre for people with mental disabilities "St. Marina" - city Sofia at the territory of Sofia Municipality" had been achieved by implementation of project activities. As a result of Project implementation, the all works in sub-projects have been completed, as follows: •91 NEG "Prof. Konstantin Gulubov": replacement of internal heating installation, replacement of the distribution network system, installation of circulation pumps in the different circles, replacement of heating units, installation of thermostatic radiator valves on all heating units. A control system has been implemented in the subscriber station with options for programming regulation of heat supply depending on the air temperature in the occupied rooms during nights and weekends. • 138 School "Prof. Vasil Zlatarev": replacement of internal heating installation and setting of subscriber station, replacement of the distribution network, vertical pipes and fixtures will be replaced, installation of circulation pumps in different circles, replacement of heating units, where necessary, replacing radiator valves installation of thermostatic radiator valves on all heating units. A control system has been implemented in the subscriber station with options for programming regulation of heat supply depending on the air temperature in the occupied rooms during nights and weekends. Aditional works in the gim hall- installation of 12 new radiators, etc.; • 125 School "Prof. Boyan Penev": replacement of internal heating installation; replacement of the subscriber station; • Kindergarten № 149 "Zornitsa": repair are replacement of old heating pipes of steel pipes and cast iron radiators with new seamless steel tubes and aluminum radiators. A control system has been implemented in the subscriber station with options for programming regulation of heat supply depending on the air temperature in the occupied rooms during nights and weekends. • Day center for people with mental disabilities "St. Marina": replacement of internal heating installation; Instalation of new radiators and a new distribution network system piping distribution network. As a result reduction of 310 CO2 t/year is achieved.

Summary of bilateral results

The project contributed to the establishment of fruitful cooperation between Sofia Municipality and the Project Partner – ENSI through exchange and transfer of knowledge, experience and good practices in the field of energy efficiency and in particular consultancy services and training to increase the administrative capacity for energy efficiency, exchange, sharing and transfer of knowledge, technology, experience and best practices. The implementation of bilateral activities includes: 1. Participation of representatives of the partners in kick-off meeting of the project in Sofia. The one of the main task of partner ENSI was to provide a consultancy support (advice and recommendations), including to reviewing the technical projects. The Energy Efficiency Surveys of the Buildings and Technical Projects have been discussed in detail with the Technical Expert on the Project. During the site visit, discussions were held with the technical managers (the persons responsible for the technical maintenance of the buildings) and the directors of the institutions. The project partner has made common conclusions and recommendations. 2. Presentation of good practices in Oslo before the PMU of the Sofia Municipality, exchange of experiences and visits to best practices. The Partner ENSI has provided meetings and visits to organizations and sites, as follow: •Visit to headquartet of ENSI – ENSI has presented the Norwegian practice on project management in municipal projects; Operation and maintenance and energy monitoring of municipal buildings; New generation of solar energy systems, energy control and energy efficiency in buildings; •Visit to Omsorgsbygg Oslo KF- a public building owner, owned by the city of Oslo. They plan, build and manage housing for elderly, kindergartens, fire stations and institutions for the municipality; •Visit to Ski Municipality - Presentation of Ski`s Building management system has been made; •Site visit to Finstadtunet sykehjem (elderly home opened in 2014, energy efficient building building management system in Ski). Lecturers during the training were the representatives of the ENSI Partner - Eng. Valya Peeva and Eng. Lyubomir Tchervilov. They made a presentation on the following topics: Energy efficiency in buildings; Legislative and regulatory framework for energy efficiency; Energy efficiency measures; Energy monitoring, etc.
