Programme Summary
Why is the programme needed? Chemicals are everywhere, and are an essential component of our daily lives. At the same time, some chemicals can severely damage the environment as well as our health, and there is a worrying increase in health problems that can be partially explained by the use of chemicals. Hazardous waste also represents a serious threat to the environment and human health if not disposed of or treated in a sustainable manner. Romania is faced with a challenging task when it comes to the treatment and disposal of hazardous substances, stemming from both past and present industrial activities as well as from import and daily use of chemicals. In order to minimise this threat, a major effort is needed to strengthen the national capacity for chemicals and hazardous waste management in Romania. The EU Water Framework Directive establishes that all EU Member State are to identify and monitor hazardous substances in surface water and groundwater in order to achieve their good environmental status. By strengthening the capacity to implement and enforce EU legislation on chemicals and hazardous waste, the programme contributes to a better management of hazardous substances and waste in Romania, thus contributing to maintaining safety conditions for both the environment and human health.What will the programme achieve and who are the beneficiaries? The programme focuses on strengthening the capacity of public entities responsible for implementing and enforcing EU strategies and legislation on chemicals and hazardous waste. The programme will also improve the monitoring of hazardous substances in the environment. The aim is to prevent injury and adverse health and environmental effects caused by chemicals and hazardous waste.How will it be achieved? The programme supports projects that will deliver results relating to: - Improved capacity of 7 public entities to enforce and implement EU chemicals and hazardous waste legislation; - Improved expert knowledge and capacity in the field of hazardous substances through training of around 170 experts; - Improved monitoring of around 85 hazardous substances in surface water and around 65 hazardous in substances in groundwater.How will bilateral relations be strengthened? Bilateral relations are supported through a fund of €235,294 which provides assistance for partner search for partnership projects and activities encouraging networking and the sharing of knowledge and best practices. The fund focuses on Romanian projects that envisage the involvement of partners from Iceland, Liechtenstein and/or Norway. A fund for complementary action will also stimulate the exchange of experience and best practices among beneficiary states.What are the partnership opportunities? A call for the bilateral fund will be published during the second quarter of 2014. The calls for proposals are open for bilateral project partnerships.Who can apply for funding under this programme? Entities registered in Romania are eligible to apply as project applicants. The target group is relevant public entities. There will be two calls for project proposal, with funding in the range of €250,000 to €1,500,000.
