Programme Summary
Why is the programme needed? Food production, energy security, the availability of safe drinking water and healthy ecosystems are all drivers for sustainable economic growth. Across Europe, measures are being taken to achieve this, but their effectiveness rests on up-to-date, quality assured information about the state of these resources. It is therefore vital that existing information and monitoring systems are strengthened. Environmental monitoring and inspection provide a level playing field for companies, and increases compliance with environmental legislation. This in turn will contribute to an improved status of the environment, and thereby increase the social and economic benefits that ecosystems provide. What will the programme achieve? The programme will support the work of public administration entities that are responsible for environmental monitoring and inspection. The aim is to improve compliance with environmental legislation in Poland. The programme will focus on improved quality and reliability of data and information in relation to the environment. How will it be achieved? The programme will support the following types of measures: Strengthened capacity of environmental authorities in relation to integrated planning and control: - Developing a new edition of control system; facilitate inspection and support monitoring programmes; - Improving skills and access of public administration and environmental authorities to hydrological and hydrographical spatial data provided in monitoring and control of environment. Improved environmental information on impact, status and trends: - Modernising on-line air quality monitoring and internet service for air quality data; - Modelling of spatial information and databases made compatible with the technologies and systems widely used within the EU. Increased awareness of and education in environmental monitoring and integrated planning and control: - Increasing knowledge of air quality monitoring. - Increasing knowledge of inspection activities. How will bilateral relations be strengthened? The Norwegian Climate and Pollution Agency (KLIF) is involved in the programme as a Donor Programme Partner. KLIF has been actively involved during the programme preparation phase and its participation will continue during the implementation of the programme. This will further strengthen the cooperation between KLIF and the Programme Operator, the Polish Ministry of Environment in cooperation with the National Fund of Environmental Protection and Water Management. Bilateral relations will also be strengthened through implementation of the bilateral strategy and the participation of donor entities in pre-defined and bilateral projects within the programme. What are the partnership opportunities? The programme will mainly be implemented through four pre-defined projects, all of which include donor participation. This bilateral cooperation builds upon partnerships established under the 2004-2009 Grants period, and it is expected to strengthen even further the collaboration between Polish and donor entities involved in environmental monitoring and inspection. Who can apply for funding under this programme? Entities registered in Poland are eligible to apply as project applicants. Eligible applicants are public sector entities operating in the environmental areas. Project support will be in the range of €170 000 to €897 625.
