What is funded where?
In order to find relevant funding opportunities, you need to consult what is funded in your country. Each beneficiary country, in agreement with the donor countries, has chosen a set of programmes that provide grants to projects.
All supported projects need to contribute to achieving a set of clearly defined development results. To see if your project idea may be funded you need to check the defined outcomes of the programme in question and of the relevant open call for project proposals.

Who can apply?
As a basic rule, your organisation must be registered in one of the beneficiary countries. Exceptions exist for international organisations and for certain programmes and funds.
A wide range of institutions and organisations can benefit from the funding:
- National and local authorities
- NGOs and civil society organisations
- Private and public enterprises, and public-private partnerships
- Educational and research institutions
- Students and educational staff
Eligibility requirements vary by programme. To see if you are eligible, see the pages about each programme accessible via the country pages. Funding to support non-governmental organisations, scholarship and research programmes is subject to additional or specific rules.
How and when to apply
The funding in the form of grants is normally allocated through the publication of calls for proposals. Project proposals have to be submitted to the relevant programme operator by a certain deadline and comply with the clearly defined outcome of the call. It is not possible to apply to the EEA and Norway Grants programmes for assistance spontaneously.
Programmes will not necessarily fund the entirety of the project costs and some level of co-financing may be required. Grants are not awarded retroactively for actions that are already completed.

How to involve a partner
Bilateral project partnerships with entities from Iceland, Liechtenstein and Norway are widely encouraged. Measures are in place to facilitate networking and partner search.
- Entities from the donor countries can become partners in projects. In several programmes partnerships are mandatory.
- More than half of the programmes involve cooperation with partners from the donor countries. The donor programme partners may help you find a partner. Find the donor programme partner involved in your area.
- To strengthen bilateral relations, funds are set aside in all beneficiary countries for initiatives of mutual interest and networking with the donor countries. Find out how you may be eligible for this support.
