Results-Based Management and Evaluation Officer

We are looking for a highly motivated and qualified candidate to fill the EEA and Norway Grants’ position of the Results-Based Management and Evaluation Officer.

The overall objectives of the Grants are to reduce economic and social disparities in the European Economic Area (EEA) and to strengthen bilateral relations between the Donor States (Iceland, Liechtenstein and Norway) and the 15 Beneficiary States (Bulgaria, Croatia, Czech Republic, Cyprus, Estonia, Hungary, Greece, Latvia, Lithuania, Poland, Portugal, Malta, Romania, Slovakia and Slovenia).

The Grants are based on a programme model where the Beneficiary States are responsible for the programmes and for projects implemented under the programmes. A few programmes, notably regarding Civil Society, Regional Cooperation and Decent Work, are operated by the FMO.

The allocation for the current seven-year funding period totals €2.8 billion. Negotiations are under way between the Donor States and the EU on a new funding period.

The priority sectors in the current funding period are:
• Innovation, Research, Education and Competitiveness;
• Social Inclusion, Youth Employment and Poverty Reduction;
• Environment, Energy, Climate Change and Low Carbon Economy;
• Culture, Civil Society, Good Governance and Fundamental Rights and Freedoms;
• Justice and Home Affairs.

The position is open to nationals of the EEA EFTA States (Iceland, Liechtenstein and Norway) and nationals of the member states of the European Union.

Scope

Tasks
• Provide technical support in the design, implementation, monitoring, evaluation and closure of programmes and projects;
• Develop, update and implement results-based management policies, systems, guidelines and tools;
• Develop terms of reference, commission and manage monitorings, evaluations, reviews and studies;
• Collect and consolidate learning and good practices from programme implementation, monitoring and evaluations;
• Develop and deliver trainings on results-based management throughout the programme lifecycle;
• Actively use the Financial Mechanism Office’s information management system and analyse data on programme performance;
• Prepare briefs, reports and presentations to colleagues and management at the Financial Mechanism Office and external partners;
• Stay up-to-date with emerging trends and best practices in results-based management and apply them to programmes;
• Fulfil administrative tasks in relation to her/his work.

The position reports to the Head of the Results and Evaluation Unit. The position involves travel.

Qualifications

Relevant University degree at master’s level.

Experience

Required
• A minimum of 6 years’ work experience in results-based management;
• Several years of practical experience in applying qualitative and quantitative analysis methods and drafting reports;
• Experience in providing training related to results-based management, monitoring and/or evaluation.

Desired
• Experience with working in a European and/or international context;
• A combination of work experience in all phases of programme lifecycle (design, implementation, closure);
• Experience in grant management;
• Experience with the EEA and Norway Grants;
• Knowledge of donor state policy priorities.

Skills

• Strong command of results-based management concepts;
• Analytical, systematic and structured;
• Ability to draft high-quality reports and papers, and to present complex issues clearly and convincingly;
• Excellent command of Microsoft Word, Excel and PowerPoint;
• Ability to multitask, work to tight deadlines and to handle high workload;
• Very strong interpersonal abilities, including positive and flexible attitude and cultural sensitivity;
• Self-reliance and autonomy, but also skills needed for teamwork.

Languages

Excellent oral and written communication skills in English, the working language of the FMO, is a requirement. Active knowledge of another EFTA/EU language is an asset.

Employment Terms

Grade: A4
Annual starting salary: 108,329 EUR

Appointments are normally made at step 1 of the grade. The Director of the FMO reserves the right to appoint a candidate at a level different from that advertised.
