Communication Officer

The Financial Mechanism Office (FMO) is the secretariat of the EEA Grants and Norway Grants, and is affiliated to the European Free Trade Association (EFTA) in Brussels.

We are looking for a strong Communication Officer to join the communication team in the FMO.

The overall objectives of the Grants are to reduce economic and social disparities in the European Economic Area (EEA) and to strengthen bilateral relations between the Donor States (Iceland, Liechtenstein and Norway) and the 15 Beneficiary States (Bulgaria, Croatia, Czech Republic, Cyprus, Estonia, Hungary, Greece, Latvia, Lithuania, Poland, Portugal, Malta, Romania, Slovakia and Slovenia).

The Grants are based on a programme model where the Beneficiary States are responsible for the programmes and for projects implemented under the programmes. A few programmes, notably regarding Civil Society, Regional Cooperation and Decent Work, are operated by the FMO.

The allocation for the current seven year funding period totals €2.8 billion. Negotiations are under way between the Donor States and the EU on a new funding period.

The priority sectors in the current funding period are:
• Innovation, Research, Education and Competitiveness;
• Social Inclusion, Youth Employment and Poverty Reduction;
• Environment, Energy, Climate Change and Low Carbon Economy;
• Culture, Civil Society, Good Governance and Fundamental Rights and Freedoms;
• Justice and Home Affairs.

The position is open to nationals of the EEA EFTA States (Iceland, Liechtenstein and Norway).

Scope

The EEA and Norway Grants work together with our partners in the Beneficiary and Donor States for a green, competitive and inclusive Europe. The Communication Officer will join a team dedicated to communicating the opportunities made available through the Grants and the results achieved from the work in programmes and projects in the Beneficiary States.
S/he will report to Head of Communication.

Tasks
• Identify communication opportunities to enhance the visibility of the EEA and Norway Grants;
• Work closely with our communication network in the Donor and Beneficiary States;
• Follow up on the compliance of communication requirements of relevant actors in the Beneficiary States and provide them with communication advice;
• Produce content for the EEA and Norway Grants’ website and social media channels, including videos and other visual elements;
• Help manage the EEA and Norway Grants’ online platforms, including our website, the media library and the Data and Results portal;
• Plan and execute projects.

The position involves occasional travel.

Qualifications

Relevant Master’s degree.

Experience

At least 3 years of relevant work experience is required for an A3 grade, whereas at least 6 years of relevant work experience is required in order to be considered for an A4 grade.

Skills

• A strong storyteller who can develop powerful and clear messages;
• Experience in web editing and knowledge of Content Management Systems (preferably Drupal)
• Experience with social media channels, community management and online analysis tools;
• Experience with graphic design and video editing
• Experience in strategic and operational communication;
• A strong team player with good interpersonal skills, including a dynamic and flexible attitude, and cultural sensitivity;
• Ability to multitask and to work with tight deadlines.

Languages

Excellent oral and written communication skills in English (the working language of the FMO) is a requirement. The candidates’ level of English will be tested during the interview process.

Employment Terms

Grade: A3/A4
Annual starting salary: EUR 93,220.68 / EUR 108,329.28 

Appointments are normally made at step 1 of the grade. The Director of the FMO reserves the right to appoint a candidate at a level different from that advertised.
