Description

The project addresses to a major problem for people from rural areas with low-income and Roma community: lack of identity papers, damage or whiteout validity documents. If you have no ID or address, you cannot access the service provided by law. The objectives of the project are to provide assistance in obtaining identity documents for 200 elderly and people from rural area and an improved situation of the 250 Roma people from 8 localities in Braşov County to increase the access to basic services. The target group is represented by: vulnerable elderly, people from rural area and Roma people from 38 localities from Brasov County and the beneficiaries are: 250 roma people in 8 localities, 200 elderly and people from rural areas of 38 localities in Brasov County, 60 beneficiaries assisted in obtaining rights or services. Together with partner, Community County Department of Record Persons Brasov, will provide IDs or civil status documents for beneficiaries in Brasov.

Summary of project results

The project “Access to basic social services for vulnerable people in Brasov County” addresses a major problem that people from rural areas and Roma communities are confronted with: lack of (or non-valid) identity papers. In absence of identity documents people cannot access services and rights they are entitled to according to legislation. Initially, the project aimed at providing assistance in obtaining identity documents for 200 vulnerable people (elderly and people from rural areas) and improving the situation of 250 Roma people from 8 localities in Braşov County by enabling them to access basic services. Within the project, an outstanding number of 1041 people received support for getting identity documents, out of which 432 are of Roma ethnicity. A key activity was organizing, together with the Community County Department of Registering Persons, mobile units to go into the communities and get data and on spot applications for starting the procedures to obtain identity documents. 8 communities from Brasov county were visited: Budila, Codlea, Comana, Racos, Prejmer, Sacele, Jibert, Sampetru. Enquiries at people’s place of birth were conducted, papers necessary for the authorities were filled, due fees for the release of documents were paid, specific procedures in law courts were conducted. A number of 99 persons received additional support to register to family physicians (12 persons), to apply for social support / assistance (21 persons), to register for the local employment offices (53 persons), or to get retirement rights (1 person), mono parental families support (11 families), documentation to apply for disability subsidy (1 person). 8 volunteers were recruited and trained to participate in the activities within communities. Within the project there were concluded partnerships with 5 local public services, city halls from 9 localities and Codlea prison. Project activities are complementary to the activities of local government and support the implementation of the strategy for improving the situation of Roma. The project drew the attention of authorities on the problem of children without birth certificates – which is a serious problem and they must be proactive in order to solve it. The project demonstrated that the situation is a real concern and social protection institutions need to prevent cases in which children are not registered by their parents.
