Description

The current tripartite dialogue in Slovakia lacks expert-based discussions on the impact of existing or proposed regulations. The situation is mainly caused by a weak understanding of regulatory impact assessment processes among social partners. The project will analyse in detail the current limitation of the tripartite dialogue practices in Slovakia and propose and present a brand new approach to tripartite dialogue that would incorporate the idea of regulatory impact assessment. The aim of these two main objectives is to promote and implement tripartite dialogue. The impact assessment should become a basic content of the dialogue in Slovakia. The project will also include an international workshop on social dialogue. This outcome constitutes an platform on which to present the findings of the new system of social dialogue and introduce the strategy in the field of social dialogue in Slovakia.

Summary of project results

The aim of the project was to analyze in detail the current limitation of the tripartite dialogue practices in Slovakia and propose and present a brand new approach to tripartite dialogue that would incorporate the idea of regulatory impact assessment. The main activities performed during the project implementation were related to: - 1 cooperation group with Ministry of Economic Affairs established; - 1 workshop presenting the international experience with the Regulatory Impact Assessment (RIA)conducted; - 1 educational training on the decent work and tripartite structures conducted; - 1 implementation strategy developed; - 1 international conference organized; - 400 pc of project information leaflet printed out and distributed; - 450 pc of Brief handbook on tripartite strategy distributed. The project outputs are the following: - More than 100 representatives of social partners and trade unions trained on the decent work and tripartite structures; - 2 analysis developed: analysis of the social dialogue on national level and analysis of the social dialogue on regional level; - The Entrepreneurs Association of Slovakia (EAS) publicly opened the item of Better regulation and RIA, influenced decision makers in terms of social dialogue and launched intensive cooperation with the Ministry of Economy and with the Slovak Business Agency; - Expert of EAS became a member of the working group at the Ministry of Economy which prepared a proposal how the whole process of adopting and implementing of the new regulations should look like; - New Unified Methodology of the Assessment of the Selected Impacts was proposed by the Ministry of Economy and approved in January 2015 by Governmental Decree. In the methodology another idea of EAS is incorporated - compulsory consultations with social partners, i.e. every ministry or executive body is obliged in any legislation process to prepare the so called “Impact clause” and to carry consultations with social partners.
