Programme Summary


Why is the programme needed?
Reducing energy consumption and eliminating energy wastage are among the main goals of the EU. In accordance with the climate and energy package adopted by the European Parliament, the aim is to improve energy efficiency by 20%. This target is to be achieved by 2020. The benefits of energy efficiency extend far beyond achieving reductions in greenhouse gas emissions. Reducing demand for fossil fuel helps reduce other environmental problems such as poor urban air quality, acid rain and eutrophication.

What will the programme achieve and who are the beneficiaries?
The programme supports projects that improve energy efficiency in public schools, and promote efficient management practices and increase awareness of and education in energy efficiency. This will increase energy saving which in turn will result in reduced greenhouse gas emissions and air pollution. The programme will provide funding for energy efficiency measures for at least nine schools, where each project also supports increased awareness of and education in climate change and energy efficiency related topics.

How will it be achieved?
The programme supports projects that will deliver results on:
- Improved energy efficiency in at least 9 public schools;
- Increased capacity in relation to energy management;
- Increased awareness of and education in energy efficiency.

How will bilateral relations be strengthened?
The programme includes a fund to facilitate bilateral cooperation. The fund provides networking grants for public schools participating in projects selected through the call for proposals. The networking grants will promote knowledge transfer and adaptation of best practices established in the Donor States in the field of awareness of and education in energy efficiency. NGOs active in the field of environmental protection, awareness of and education in energy efficiency are also eligible to apply for networking grants.

What are the partnership opportunities?
A call for the bilateral fund will be published during the fourth quarter of 2013. The calls for proposals are open for bilateral project partnerships.

Who can apply for funding under this programme?
Entities registered in Hungary are eligible to apply as project applicants. The target group is elementary and secondary public schools. There will be at least one open call for projects in the range of €330,000 to €965,000.
