Description

The promoter and its two partner are already functioning as a de facto coalition. The main objective of the project is to develop an autonomous coalition, meant to efficiently tackle new issues using the three organizations’ cumulative expertise. Addressed issues: recovering the proceeds of crime in Romania, extended confiscation, the National Anti-corruption Directorate’s sustainability, public acquisitions’ monitoring. Clear consolidation actions, such as defining the coalition’s priorities will strengthen the alliance. The reaction capacity to recent justice-related events will increase through early warning instruments. The monitoring capacity will be developed through three monitoring and reporting instruments. Direct beneficiaries of the project are the NGOs, public institutions from the justice and public procurement fields, as well as many citizens who will benefit from the disseminated information, the early warnings and the three monitoring and reporting instruments.

Summary of project results

Despite the progress made in the reform of Romanian justice and in the fight against corruption, it has become obvious that there is a strong political and administrative will fighting against this progress. Civil society support to the reform of the justice system and to the fight against corruption is crucial and was so at the time the project was conceived. The main long-term goal of the project was the support, development and consolidation of the „Initiative for a Clean Justice” Coalition. This goal was fully achieved, as the coalition was strengthened through cooperation, team buildings, as well as development of the online platform of the coalition, which began to disseminate relevant news and statements from the coalition and its members. The project produced the aforementioned web platform - www.justitiecurata.ro - as well as three deliverables, monitoring and diagnostic instruments of the coalition elaborated by 3 of the project partners: The NAD Sustainability Index, the Report on political clientelism, and the Report on the recovery of the proceeds of crime. The project created visibility for the coalition as a reliable news source and key player in the field of justice and anti-corruption. Furthermore, the platform was mentioned in the 2015 CVM Technical Report for Romania and has continued to grow in audience and scope of its publications ever since its launch. The three reports drafted and published by the coalition in the project had a great visibility and will prove to be invaluable resources for NGOs, press and representatives of the administration alike. The Report on the recovery of proceeds of crime was the first research of its kind, looking into such issues as the application of effective preventive measures, financial investigation, the approach of courts regarding such measures, third party confiscation, managing frozen assets, execution of confiscation decisions and the role the National Fiscal Administration Agency has to play, as well as issues regarding execution of court decisions. This data, as well as the data in the Sustainability Index and that in the Report on political clientelism will prove to be very useful to the Romanian national administration in further improving and reforming the justice system and fighting corruption.
