Description

Implementation of the Project will raise the competencies of correctional officers and as a result will improve an effective completion of the required duties. Due to the implementation of the Project, correctional officers of a security department will receive proper training and equipment, which will result in professional conduct of their duties and will enhance security of inmates and correctional officers. The Project implementation will provide trainings for correctional officers of a security department in the area of first aid help (paramedical) and inmates transportation, addressed to the Prison Service Intervention Groups and to the Convoy Groups. These trainings will contribute to professionalization of the activities performed by the aforementioned groups. Trainings in the first aid help, addressed to the management staff, and trainings for correctional officers, responsible for prevention activities in prison units, will improve the efficiency of these activities. As a result, emergency situations at prison units and smuggling of dangerous items to the prison area will be prevented. It is assumed that the total number of 6200 of correctional officers will take part in the trainings. The Security and Defense Office at the Central Board of Prison Service, in cooperation with the Central Training Centre of Prison Service, will coordinate all the activities related to the Project implementation. The Quartermaster Office will prepare and conduct a tender for a purchase of the equipment according to the Project schedule. The director of the Security and Defense Office at the Central Board of Prison Service will supervise the tender procedure and the selection of the purchased equipment. The Project value is 1 246 833 EUR.

Summary of project results

The main objective of the project was to raise the level of the security in prisons and during the transport of prisoners outside the penitentiary units by increasing the competences of officers of a security department. The project aimed to train prison staff in handling cases of serious threats in accordance with international standards as well as to offer them paramedical training. 6862 prison officers were trained in the area of paramedic assistance and escort duties, prophylactic measures, detecting narcotic and psychotropic substances. The following purchases were made: 240 high-impact resistant protection sets for Intervention Groups of Prison Service (GISW), 628 bulletproof sets for Prison Service Convoy Groups, 30 tactical cameras (on-body), 187 inspecting cameras, 187 portable cell-phone detectors, 561 portable metal detectors, 350 paramedic kits, 100 automatic defibrillators. The purchases included also 50 laptops, 50 licences with the software for luggage control simulation and 10 wound simulation kits. The scope of training, the equipment purchased and the teaching materials contributed significantly to raising the awareness of the security division officers. The training experience translates into safety during the performance of the official duties of the security officers, and their skills are supplemented by the equipment purchased.
