Description

Polish courts have implemented many IT systems supporting the judiciary and administrative work. The aim is to improve case handling and as a result shorten the length of court’s proceedings. In order to ensure proper functioning of these systems it is indispensable to provide them with safe and stable environment. The objective of the project is to improve efficiency of the court systems. A large number of this upgrade has been done with financing from the EU. Norway Grants will ensure further upgrade and provide additional 90 courts with updated technical platform. The project will also ensure training for staff of modernized courts.

Summary of project results

Establishment and implementation of a uniform system of access control of court users of information systems (common service) in selected courts and creation of central mail service and identity management system within the Ministry of Justice satisfies the following administration needs: a) improving efficiency and harmonizing the ICT environment in the courts; b) improving the efficiency of information systems for conducting court cases; c) achieving better cost effectiveness of IT systems and future implementations; d) improving the reliability of court systems; e) improving the ICT security of the courts; f) increasing the level of access to justice for citizens; g) creating consistent and secure identity management rules for users of IT systems; h) increasing the competence of employees of the judiciary. All goals, results and products were achieved on time and at the assumed level in relation to the last decision on co-financing. During the project implementation, 6 decisions on co-financing were issued, introducing changes to the project, including 3 decisions affecting its scope. It was connected with the changes taking place in the project's surroundings, both technological and organizational, as well as the use of the opportunity related to the possibility of increasing financing and extending the scope of a larger number of common courts. In 2014, the substantive scope of the project was changed. In 2015, it was decided to transfer the implementation of substantive activities in the project from the District Court in Toruń to the Court of Appeals in Wrocław. In line with this change, a new Project Steering Committee and a Project Team were established, financial resources were transferred from part 37 of the budget to Part 15 and a new project schedule was established to implement corrective actions. Three subsequent changes in 2016 were related to the postponement of the project completion date, and the last one with the use of the opportunity and geographical extension of the project. The potential development of the directory service system is the integration of the system with the certification center and enabling the use of smart cards in the process of authentication and user access control.
