Description

The project provides for the following actions to be taken: 1. Conducting professional trainings for customs officers in the following thematic areas: 1) The tactics and technique of intervention: a) coercive measures, b) identification of materials and items that may be used to produce explosives, preventing terrorist bombing, c) providing assistance in life or health threatening situations during tactical operations, including cooperation with the Helicopter Emergency Medical Service. d) overcoming technical barriers in crisis situations. 2) Investigative psychology in practice, including the following: a) questioning of suspects, b) the rudiments of identification of dangerous persons, c) lie-detection techniques and methods, d) psychological profiling of offenders. 3) Foreign languages: a) English, b) Ukrainian. 2. Conducting prevention and educational campaigns in schools and among tour operators. 3. Promotion of the project. The planned actions will increase the level of knowledge, skills and effectiveness of customs officers, which will contribute to increasing the CS capacity in combating cross-border and organised crime.

Summary of project results

One of the customs officers' basic tasks is fighting against cross-border and organized crime. Within the frameworks of the project, many trainings have been organized. The themes were: intervention tactics and techniques, investigation psychology in practice as well as English and Ukrainian language courses, what have improved largely the capacity and efficiency of the realization of Customs Service tasks. Preventive and educative events have been run in 45 schools. During those, customs officers explained i.a.: the threats related to the fake goods, drug addiction or trafficking in human beings and organs. The pupils received educational game which have paid their attention to the importance of the protection of endangered species. Also tour operators participated in the conference that referred to the raise of the awareness of cross-border customs and excise crimes. As a part of the training on intervention tactics and techniques, several modules have been prepared: - Direct enforcement measures – 143 participants - Identification of the material possibly useful to the production of explosives and counteracting bomb terrorism – 144 participants - Aid in situations of life and health danger and cooperation with air medical services – 221 participants - Redressing technical barriers in crisis situations – 65 participants The program of investigation psychology in practice training referred to the areas of knowledge about criminals behavior, terrorism psychology, perpetrators psychological profiles. The training gathered 212 participants. 270 participants took part in language courses. Over 8,6 thousands pupils from primary school, gymnasium and upper secondary school have participated in educational meetings. The pupils received board game, being prepared as one of the project results. It pays attention to the problem of the trade of endangered species, protected by the Washington Convention (CITES).
